Description

FISC San Diego is announcing its intent to issue a directed sole source procurement to FCX Systems Inc under authority of FAR 6.302-1 for the following a 100 KVA Solid State frequency converter in a NEMA enclosure, mdl PFC080-V-40-AN-12P. This is a direct replacement part for an existing piece of equipment. This procurement is unrestricted. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemen ted with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested with this synopsis. Solicitation number / RFQ N00244-02-T-0652 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DFAR Change Notices effective through 01/29/02. The standard industrial code is 3674 (NAICS 334413), and the business size standard is 500 employees. The agency need is for one each 100 KVA solid state frequency converter with 12 pulse and in compliance with Naval Guide Spec 16268. The frequency converter must meet the following specifications: approximate size is 84" H x 62: W x 36" D rated at 100 KVA (80 KW @ 0.8 power factor, lagging) continuous duty i n 55 degree Centigrade free air. Supply input 208 V / 3ph / 60 Hz, output 208 / 120 V / 3ph / 400 Hz (wye configuration). 400 Hz output current ratings are: 278A RMS / line continuous 306A RMS / line (1 hour) 348A RMS / line (5 minutes) 417A RMS / line (2 minutes) 556A RMS / line (20 seconds) 834A RMS / line (6 seconds) Estimated weight is approximately 2720 lbs. The following specifications meet Naval Specification 16268: 1) Line side circuit breaker with electrical door interlock. 2) Input and output amps will be shown on the LCD display on command from the keypad. 3) Input and output voltage will be shown on the LCD display on command from the keypad. 4) Elapsed time meter, 0 to 99,999 hours, non-re-settable with 0.1-hour digits. 5) Status indicators for "power on", "converter on", "module fault", "input voltage fault", "output voltage fault", "overloa d", "28V E/F present", and "28V E/F bypass mode". 6) Converter "start" and "stop / reset" pushbuttons. 7) Digital diagnostic system with fault indications provided on the LCD display. 8) Output voltage trim adjust potentiometer (+ / - 15% of nominal output voltage). 9) Lamp test pushbutton. 10) Output frequency will be shown on the LCD display on command from the keypad. 11) Audible alarm with alarm silence switch and "silence" indicator. 12) Emergency stop pushbutton. 13) Three pole, non-automatic output circuit breaker, operable from front of unit, with shunt trip coil interlocked with protective devices. 14) Output under frequency alarm with integral LED alarm indicator set at 380 Hz alarm point. 15) Electrical door interlock switch with bypass switch. 16) Twelve pulse input power rectification system designed to produce less than 10% total harmonic input current distortion at rated load. 17) Complete instruction manual with spare parts list. This requirement is for a fixed priced contract. All items are to be delivered to: NAS Lemoore CA. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veteran s and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. Quotes must be received no later than 3:00 PM, local time on 05-10-02, and will be accepted via fax (619-532-2347) or via e-mail (jessica_e_dunker@sd.fisc.navy.mil). Quotes submitted as an attachment to an e-mail should be sent in Word Version 6.0 or higher. See Numbered Note 22.
