Description
NASA/GSFC plans to issue a Request for Offer (RFO), on or about May 10, 2002, for a Hyperspectral Linear Variable Filter. The hardware delivery schedule shall be eight (8) months after contract award. The spectral filter shall be a wedged fiter covering composed of as many segments as it takes to cover the region from 1.25 to 2.5 mm at a constant resolution of 300 (1/D1) (or a non constant resolution no less than 300), and to cover the region from 21 to 2.25 mm at a constant resolution of 600 (or a non constant resolution no less than 600). The resolutions are stated for 40 mm pixels. The spectral filter assembly may be a single filter segment or a combination of two or more segments such that the total spectral band is covered, within reasonable tolerances, by a 1.024 x 1.024 cmHgCdTe detector array. The overall dimensions of the assembly will have oversized substrates for mounting: 1.3 x 1.3 cm for 0.15 cm margins. The assembly is to be placed in very close proximity to the array. The operating temperature will nominally be 95 K. The array/filter assembly shall normally operate in a vacuum and the filter must not undergo significant outgasing or change in characteristics after storage in air. Specification Summary: 1) Coverage 1.25 to 2.5 mm 2) Spectral resolution of assembly: l/Dl = 300 1.25 to 2.5 mm l/Dl = 600 2.1 to 2.25 mm 3) Pixel size: 40 mm (The resolutions given above are the convolution of the inherent resolution and the pixel broadened resolution). 4) In-band transmission of LVE: >0.25 at all spectral positions (goal: 50%). 5) Out-of-band blocking: <0.002 % average. <0.02 % at any peak. 6) Functional form of wavelength dependence on position is negotiable. 7) Dimensions (as stated above): Substrate: 1.3 x 1.3 cm (0.15 cm margin). Wedged filter coating: at least 1.02 x 1.02 cm. The acquisition will be conducted using NASA MidRange procedures found in NASA FAR Supplement Part 1871. The Government intends to award a firm-fixed-price contract using full and open competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 334419 and 500 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 01-06. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about May 10, 2002 with an anticipated offer due date of approximately 30 days after the RFO is released. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
