- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 01-06. The North American Industrial Classification System (NAICS) code for this procurement is 561110 with a small business size standard of 5 million. This is a set-aside for 8a firms. This requirement is for 41 private sector specialized Administrative Operational Support (AOPS) personnel to support the Defense HUMINT Services (DHS) at its operating bases in CONUS. Twenty eight of the personnel will be required to have TS/SCI clearance and the other 13 personnel must hold a Secret clearance. The Statement of Work can be accessed at this site under SOW-PR 210-0043Z-02 and the Contract Classification Specification under DD 254-PR 210-0043Z-02. The resultant contract will be a firm-fixed price level of effort and will contain five line items as set forth below: 1) Base Year. Period of performance is one year from date of award. Contractor to provide 41 Administrative Operational Personnel in support of DHS CONUS Detachments to perform all administrative related duties as described in the Statement of Work and The Contract Classification Specification (DD 254). 2) Option Year One. Period of performance is one year from the close of the base year. Contractor to provide 41 Administrative Operational Personnel in support of DHS CONUS Detachments to perform all administrative related duties as described in the Statement of Work and The Contract Classification Specification (DD 254). 3) Option Year Two. Period of performance is one year from the close of Option Year One. Contractor to provide 41 Administrative Operational Personnel in support of DHS CONUS Detachments to perform all administrative related duties as described in the Statement of Work and The Contract Classification Specification (DD 254). 4) Option Year Three. Period of performance is one year from the close of Option Year Two. Contractor to provide 41 Administrative Operational Personnel in support of DHS CONUS Detachments to perform all administrative related duties as described in the Statement of Work and The Contract Classification Specification (DD 254). 5) Option Year Four. Period of performance is one year from the close of Option Year Three. Contractor to provide 41 Administrative Operational Personnel in support of DHS CONUS Detachments to perform all administrative related duties as described in the Statement of Work and The Contract Classification Specification (DD 254). The following clauses and provisions apply and may be accessed electronically at http://www.arnet.gov/far; FAR 52.212-1-Commercial Items (OCT 2000) Instructions to Offerors; FAR 52.212-2, Evaluation--Commercial Items (JAN 1999): A. Price (10 points) - The total price quoted by each contractor including Management and Overhead will be evaluated to ensure that all quotes are within the competitive range of the Government estimate. All proposals within this range will be evaluated to determine the best value for the Government. Award will be based on the following: Current Knowledge and Experience (10 Points Total) a. Utilizing each sub-task in the statement of work a maximum of 10 points will be assigned to each contractor that demonstrates the current knowledge and experience required to fulfill that task. This number will then be averaged by the total number of tasks. i. 0 points if the contractor fails to mention a specific subtask ii. 1-3 Points if the contractor only mentions the tasks and states no specific knowledge or experience iii. 4 to 6 Points if the contractor relates activities of less than one year in a specific area or subtask iv. 7 to 9 points if the contractor relates activities greater than one year, but less than three in a specific area or subtask v. 10 Points if the contractor demonstrates extensive knowledge and/or experience greater than 3 years in a specific area or subtask b. Utilizing the resumes provided by each contractor to perform the specific administrative support duties the following point system will be used to assess each resume provided. This number will then be averaged by the total number of resumes provided by each contractor to determine a level of personnel experience for each contractor. i. 0 Points for resumes showing no Administrative specific capabilities ii. 1 to 3 Points if the resume only mentions some Administrative experience or knowledge iii. 4 to 6 Points if the resume demonstrates Administrative experience greater than one year but less than 10 years. iv. 7 to 9 Points if the resume demonstrates Administrative experience greater than one year but less than 10 years. v. 10 Points if the resume demonstrates extensive expertise and/or experience greater than 10 years. c. These two numbers will then be averaged for each contractor to determine the current knowledge and experience of each contractor. C. Past Performance (5 points) - Consideration will be given regarding the level of satisfaction reached by the contractor's previous or current customers. Proposals must include a list of references with names of points of contacts and telephone numbers. NOTE: The above reflects the order of importance for evaluating the proposals; price and technical are considered more important than past performance. Offerors shall submit a complete copy of provisions at FAR 52.212-3, Offeror Representations and Certifications -Commercial Items (APR 2002). FAR 52.212-4, Contract Terms and Conditions (FEB 2002) is hereby incorporated by reference and will apply to any resultant contract. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2001) is hereby incorporated by reference with the following sub-clauses from paragraph (b): (11) 52.222-21, prohibition of Segregated Facilities (FEB 1999); (12) 52.222-26, Equal Opportunity (E.O. 11246); (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); (14) 52..222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52..232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (31 U.S.C. 3332). Interested vendors have 14 days to provide a written proposal to this office in response to this combined synopsis-solicitation. Proposals shall be faxed or e-mailed to the Contracting Specialist, Joan Willard, no later than 12:00 noon on 6 May 2002. The offeror is responsible for confirming that the Government received all proposals submitted.
