Description
SOFTWARE ENGINEERING SUPPORT FOR THE 96TH COMMUNICATIONS GROUP - A proposed contract action in the form of a Request for Proposal (RFP) is contemplated for release in the early part of May 2002 for support to the Air Armament Center (AAC) 96th Communications Group at Eglin AFB, Florida. A sources sought synopsis was published on 01 Nov 01 and a DRFP was released incrementally on 22 and 29 Mar 02. The pre-solicitation conference and site visit was conducted at Eglin AFB on 16 Apr 02. The Air Armament Center (AAC) has the requirement for non-personal scientific and engineering services in support of guided weapons systems evaluations, simulations, and other services supporting research and development. The RFP contemplates one single effort to include scientific engineering services support and scientific computer software expertise in the integration of mission planning systems, systems engineering, real-time, networks, telemetry, post-test applications, management information systems, and decision support systems development. These efforts are to be used for the integration of new missile systems, airframes and other subsystems to form a complete weapon system. This integration requires thorough knowledge of complete missile, airframe and subsystems. This contract will be a vehicle for the design of hardware and software systems and the development and delivery of mission support software services and products to the principals and customers of AAC. The contractor must have experience managing a large and diverse work force of the estimated staffing magnitude, including professional software and systems engineers, technical support staff, and administrative staff. The contractor must also have experience recruiting and retaining top quality employees. Potential offerors are to provide contract information and/or other program information showing successful experience providing these type services. Provide points of contact, including names, telephone numbers and email addresses to verify this information. The 96CG supports a wide range of both legacy systems and new systems for 96CG customers. Contractors must demonstrate recent and relevant experience in all areas of support. Interested firms must provide clear and convincing evidence of its capability to provide support covering multiple task categories including: Mission Planning Systems Engineering, Software Engineering, and Test; Range Systems and Software Engineering; Systems and Test Engineering; Telemetry Systems Engineering; Base-wide Telecommunications and Network Design, Engineering and Support; Web-enabling Design, Development, and Maintenance; C4I Systems Test and Test Planning; Modeling and Simulation, including High Level Architecture; Scientific Data Processing and Analysis, including Real-Time, Post-Test, and Photogrammetric applications; Software Tool Development and Application; Management Information Systems (MIS); Test Resources and Range Scheduling Systems, Software Engineering and Support. The 96CG is externally assessed at SEI CMM Level 2 and has active plans underway to achieve SEI CMM Level 4. To complement and supplement these 96CG activities, all contractors interested in providing this service must have successfully achieved at least SEI CMM Level 2 and have an active program to successfully attain CMM Level 3 during the first year of the basic contract period. Systems Engineering experience is required in distributed systems design and developing distributed systems software. General knowledge of industry standards and how to apply these standards when designing time-critical systems software is required. Experience in working with hardware engineers to refine system designs and troubleshoot distributed system problems is also required. Telemetry Engineering experience is required with design characteristics and functions of state-of-the-art telemetry processing equipment, interface hardware and software, and various levels of software languages required in these applications. The contractor must have thorough knowledge of telemetry data characteristics and engineering unit conversion techniques. The contractor must also have knowledge of telemetry standards. Real-Time and Post-Test Applications, Systems and Software Engineering experience is required in scientific computer programming and/or analysis. Network System Manager/Analyst experience is required in network design and application of time-critical network control software. Contractor experience must also include implementing procedures for network development and operations, interfacing with system engineers and hardware engineers to refine network system designs and perform problem analysis. Specific experience qualifications include: Networking computing systems (hardware and software) over a wide range of network topologies; Knowledge of network systems architectures and client/server computing modes; Network System experience, proficiency and application of network standards; Working knowledge in the application of fiber optic communications hardware; Proficiency with network diagnostic tools; Knowledge of network security issues associated with INTERNET connectivity and the application of "firewalls". Management Information Systems/Decision Support Systems and Software experience is required in translating business and military projects information requirements into operational databases, including identification of database requirements, database design, creation of and sustainment of relational databases in a variety of computing environments ranging from PC client-server to mainframes. Experience is required in the definition, design, development, and sustainment of mission planning systems. Specifically, offeror must have relevant and recent experience in the definition, design, development and sustainment of software and systems for Flight Performance Models (FPM), Aircraft/Weapons/Electronics (AWE) interface, Mission Route planning, Weapons Delivery Planning, Takeoff and Landing Data (TOLD) functions, Air Refueling planning and Air Drop planning. The contract will be for a 10-year period consisting of a two-year basic period and four two-year option periods. This acquisition will be a small business set-aside within North American Industry Classification System (NAICS) code 541710; (size standard - 1000 people). The anticipated award date is August 2002. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
