Description
Modification Description The modification is hereby issued to correct the response date and time listed in the synopsis. The correct response date and time are as follows: April 18, 2002, 10:00 a.m. ***************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. Quotes are due by 10:00 a.m. local time on April 18, 2002. Quotes may be submitted via FAX to (202) 692-0235 or e-mail to jbarnes@rdmail.rural.usda.gov. The USDA Office of Operations and Management is conducting a training conference to be held August 13, 2002 through August 15, 2002, in San Antonio, Texas. The following services will be required for the Administrative Programs and Human Resources conference: Item No. 1 Rental of one General Session conference room with herringbone setup, capable of seating 200 attendees, for use from 8 a.m. to 5 p.m. daily; and 2 individual breakout rooms capable of seating 50 - 75 attendees (Classroom setup) for use from 8 a.m. to 5 p.m. daily, and one office space area from 8 a.m. to 5 p.m. Note: Successful Offeror must be able to provide rooms for the 200 conference attendees during the term of the conference. Item No. 2 Audio Visual (AV): Overhead and LCD Projector, screens, modem, video camera, and misc. items as required. Successful Offeror will be notified of the Not To Exceed amount for Item No. 2. In addition to the items listed above the successful offeror will have the capability and resources to provide refreshments (coffee, tea, pastries, snacks, etc.) twice daily (once in the morning and once in the afternoon) in quantities sufficient to accommodate the 200 conference attendees during the term of the conference. Please provide detailed information on the size and availability of breakout rooms. The following provisions and clauses are hereby incorporated by reference into this synopsis/solicitation for the acquisition of commercial items, (All provisions and clauses incorporated by reference can be viewed at www.arnet.gov/far: The provision at 52.212-1, Instructions to Offerors-commercial applies to the acquisition; Offeror(s) shall include a copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer; The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. This Clause has been edited to remove non-applicable clauses. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
