Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center plans to award a 5 month sole source contract using simplified acquisition procedures, to the National Association of State Mental Health Program Directors, 66 Canal Center Plaza, Alexandria, VA. 22314. The anticipated date of award is April 27, 2002. The purpose of the project is to reflect the interests of state mental health authorities by contributing mental health perspectives and examples of best practices to the Consensus Report under development by the Council of State Governments. The project has two specific objectives: 1. To supply editorial comments and suggestions on the non-mental health sections of the Consensus Report. 2. To supply examples of mental health best practices that can be incorporated in to the final Consensus Report. The Contractor shall be responsible for but not limited to the following duties: Develop and obtain approval of a workplan to accomplish the objectives of this contract. The workplan shall provide for developing inputs to three sections of the Consensus Report: Law Enforcement, Courts, and Corrections. Review the draft Consensus Report and prepare comments reflecting the interests of state mental health commissioners to the Council of Sate Governments. Develop, using appropriate mental health and legal experts, examples of mental health best practices for incorporation into the final Consensus report. This task includes writing up the examples so they can be incorporated easily into the report. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
