Description
The Office of Justice Programs (OJP) of the United States Department of Justice (DOJ) is issuing this Presoliciation notice concerning the forthcoming National Criminal Justice Reference Service (NCJRS) Contract recompetition requirement. The current NCJRS contract with Aspen Systems Corporation, located in Rockville, Maryland, is in its fourth and final year of performance and is scheduled to expire on November 30, 2002. OJP may exercise an option to extend services for up to six additional months, if necessary, to continue services during the recompetition period. To provide increased competition and to seek out alternate approaches and solutions, OJP has decided to unbundle the task areas of the current NCJRS contract and compete each identified task separately. Solicitations for some of the tasks may be issued under full and open competition conditions on the open market, while others may be awarded through competition among vendors with the General Services Administration's (GSA) Federal Supply Schedule (FSS) contracts. The five task areas will include (1) publication support; (2) warehousing/document shipping; (3) call center, information collection, archives, and library functions; (4) electronic development (including websites, online databases, electronic documents, etc.); and (5) user surveys/outcome measures. It is anticipated that offerors will be able to bid for one or any number of the task areas. However, separate responses will be required for each task area. Either separate solicitations will be issued for each of the five tasks, or some solicitations may combine up to two tasks. If the latter occurs, multiple awards will be allowed under the solicitations with two separately priced tasks. Availability of draft Statements of Work and details regarding the recompetition will be announced on GSA's Federal Business Opportunities Website at "fedbizopps.gov" and will be posted on the Office of Justice Program's website at: "www.ojp.usdoj.gov."
