Description
This is a combined solicitation synopsis for a service prepared in accordance with the Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Q0517 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is 100% set-aside for small businesses and NAICS code 235110 (SIC 7699) applies, which has a small business size standard of $12.0 million. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description. 0001, 1EA, Inspect 2 boilers and 1 Deaerating tank. The Statement of Work is as follows: The contractor shall provide all transportation, materials, equipment, and labor (confined space program) to provide a Boiler Useful Life Study for two (2) each 120,000 pounds/hour, superheated, steam-water tube coal-fired boilers, manufactured by Springfield Boiler Co and for one (1) 720,000 lbs an hour Deaerating heat (DA) tank manufactured by Graver at Eielson Air Force Base, Alaska. The contractor is required to conduct the on-site inspection during the month of June 2001, between Monday thru Friday (0700-7100 hours) at which time both boilers and DA tank will be shut down. Proposed dates for work, during the last of July of first week of August 2001, the on-site inspection must be included in the quote. Government-furnished Items; ASME Manufacturer?s Data Report or other documents identifying original design specifications; and identification of boiler and DA tank modifications, repairs or alterations. Boilers and DA tank will be shut-down, cooled, and cleaned prior to contractor specified inspection dates. Contactor Submission: All proposals must include round trip coach airfare, lodging, meals, and any incidental expenses. A proposed scope of work for the Boiler Useful Life Study must be submitted with the quote. It should include, but is not limited to: the approach to conducting condition assessment of water tube boilers and deaerating tanks and evaluation of boiler conditions with respect to boilers? useful life; types of examinations to be conducted in determining tube thickness and condition to include, but not limited to: ultrasonic imaging? remote field eddy current readings? and magnetic particles testing in examination of welds. A final report detailing findings, repair or retrofit recommendations, corrosion rates and boiler conditions and DA tank relating to remaining useful life, evaluation of quantitative test data, and photographic documentation, shall be provided not later than 45 days following completion of the on-site inspection by the contractor. The contractor must provide a copy of their most recent Boiler Useful Life Study conducted on boilers similar to those at Eielson, AFB, as well as a name and phone number for whom the study was conducted, and the names and phone numbers of references for whom similar boiler studies were conducted over the past two years. Evaluation of offers will be performed on the basis of price.
