Description
The US EPA, Region VIII (8), requires cleanup services as specified in task orders for emergency and time critical removal actions in the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. It is anticipated one five-year contract, Time and Materials/Indefinite Delivery Indefinite Quantity, will be issued. T&M rates will be applicable to all labor categories (prime and subs). Additionally, orders may be placed as Firm-Fixed Price (FFP). This contract will be for Full and Open Competition and consist of a one year base period with four, one-year options. The contract is contemplated for emergency and time-critical removals actions, which include oil, petroleum, and hazardous substance releases. The successful contractors must be technically qualified to undertake responses actions relative to Section 104 of the "Comprehensive Environmental Response, Compensation and Liability Act of 1980 "(CERCLA) as amended by "Superfund Amendments and Reauthorization Act of 1986 " (SARA), Subtitle I of the "Resource Conservation and Recovery Act" (RCRA) as amended by SARA of 1986, the "Clean Water Act" as amended by the "Oil Pollution Act of 1990." The contractor may also be tasked to support EPA's role under the "Federal Response Plan" in instances of presidential-declared disasters pursuant to the "Robert T. Stafford Disaster Relief and Emergency Assistance Act" (Stafford Act). The RFP will be posted on the Federal Business Opportunities homepage and the EPA OAM homepage in late May 2002. No hard copies of the solicitation will be issued. Additionally, potential offerors are advised there may be a pop quiz portion. Only full-time current employees of the offeror may attend/participate. For teaming purposes, a source list will be compiled. The source list will not be updated after the RFP release.
