PART: U.S. GOVERNMENT PROCUREMENTS CLASSCODE: Z--Maintenance, Repair or Alteration of Real Property OFFADD: USDA, ARS, FMOD, BA, Purchasing Section, 10300 Baltimore Ave., Bldg. 003 Rm 321, Beltsville, Maryland 20705-2350 SUBJECT: Z-Replace Heating Coils and Dampers in Bldg. 200 SOL: Coils200 DUE: 052902 POC. T.C. Mitchell DESC: Supply all labor, material, supervision, and equipment to replace heating coils and dampers in Building 200, off Powdermill Rd. East, Beltsville Agricultural Research Center, Beltsville, Maryland. The job consist of replacing the ten steam preheat and reheat heating coils in the main air handler in Building 200. The job also requires replacing two outdoor dampers. There is a requirement to install steam piping and accessories for the steam coils. The steam piping needs to be insulated. There is a requirement to install a new Direct Digital control system for the air handler to control the heating coils and dampers. The solicitation is being issued as a Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures, FAR Part 13 and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-04. This project is unrestricted as part of FAR part 19 Small Business Competitiveness Demonstration Program under designated industry group Building, Developing, and General Contracting, NAICS code 235110. The solicitation number Coils200 RFQ package will only be available by downloading the information from the Internet website http://www.fedbizopps.gov on or about May 14, 2002. This job is to be completed 90 days after Notice to proceed from the Contracting Officer. All work shall be in compliance with the Statement of work, USDA Special Conditions part II, USDA clauses, wage rate MD020057 mod. 2, drawings and specs all are applicable attachments needed for this project and can be found on Fedbizopps site, http://www.fedbizopps.gov and will be available for interested parties to download from that site on or about May 14, 2002. No hard copies of this project will be provided. No documentation will be mailed from the contracting office, you are responsible for downloading the documents from the Internet website http://www.fedbizopps.gov only. Notification of any changes to this solicitation (amendments) shall be made via the Internet. It is the contractors responsibility to check the Internet site for any posted changes to the solicitation. Any questions about this project must be in writing via fax, mail or e-mail. Only one site visit will be conducted on May 21, 2002, 11a.m., meeting in front of Bld. 200. The Government recommends that contractors providing a quote for this project visit the site and make themselves aware of the site conditions. Quotes are due on May 29, 2002 by COB and can be faxed to 301/504-0333, mailed or hand delivered to the office address. A firm fixed price purchase order to be awarded approximately June 7, 2002. Magnitude of project is between $25,000 and $100,000 and will be procured using Simplified Acquisition Procedures and in compliance with FAR part 19 Small Business Competitiveness Demonstration Program designated industry groups. A firm fixed price purchase order will be awarded to the responsible/responsive offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. NAICS code is 235110 with a small business standard of 12.5 million. FAR clause 52.228.13 Alternative Payment Protection applies to the successful offeror citing a Payment Bond or Irrevocable letter of Credit must be presented to the Contracting Officer within 10 days after Notice to Proceed.
