- This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on or about 05/14//02 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 06/14/02, with an estimated award date of 08/14/02. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The Federal Highway Administration (FHWA) has a requirement that involves determining the cause and effect related to the Freeze/Thaw (F/T) durability of Segmental Retaining Walls (SRW) block and to report the general health of SRW block in a variety of environmental conditions. The work will primarily involve a laboratory study to evaluate F/T test methods and to provide recommendations of the specifications to ensure durable SRW block on Department of Transportation projects. The FHWA anticipates that the resulting contract will be a cost plus fixed fee contract. The estimated period of performance is 30 months.
