Description

NA Background: The United States Army Medical Information Systems and Services Agency, San Antonio, Texas, currently relies on several information systems lacking interconnectivity for financial and manpower data collection for costing and reporting procedure s. One application, PlanView, is the primary repository currently in use for all personnel time-associated cost reporting. Other direct costs including, but not limited to, travel expenses, equipment purchases, etc., are entered into the Standard Army Fi nance Information System (STANFINS), the Database Commitment Accounting System (dbCAS) and varied other systems. Certain categories of labor costs are entered into these same systems. USAMISSA requires the need for stronger reporting capabilities down to the project/division level that is currently unavailable from existing software. The required new software application will provide USAMISSA leadership with improved visibility of fiscal resources and provide the ability to improve resource allocation an d decision-making. Additionally, USAMISSA is transforming to a fee for service budgeting system that will require enhanced, automated billing and invoicing capabilities. Scope of Work: Contractor shall furnish all labor, materials, equipment, expertise and supervision to deliver a web-based project management/cost accounting software application. This software application package will be used by up to 50 concurrent and 20 0 total users with visibilities to the division/branch level. Contractor support shall include software installation and configuration; implementation to include, at a minimum, transfer of applicable data from existing systems, troubleshooting, user and s ystem administration training, and consulting services on application functions. Software installation shall be performed at the USAMISSA San Antonio, Texas location. Training shall be presented to personnel at San Antonio, Texas location, as well as For t Detrick, Frederick, Maryland site, the Office of the Surgeon Generals, Falls Church, Virginia, and Walter Reed Army Medical Center, Washington, DC. Technical personnel within USAMISSA will be trained to aid in the deployment of the application to users' desktop computers, should that be required. Any resulting contract will be issued as a Firm-Fixed Price to include a Base Year for Development, Sustainment, and Maintenance and four (4) option years for Sustainment and Maintenance. Solicitation No. DAMD 17-02-R-0009 will be issued on or about 20 May 2002 and due date for receipt of proposals will be on or about 20 June 2002.
