Description

The National Park Service, Golden Gate National Recreation Area, San Francisco, is soliciting quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract to supply eight hundred fifty (850) tons of asphalt that meet the specifications contained within this synopsis/solicitation. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q8550020022 and is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27, included in the FAR Reissue of September 2001. This solicitation is a 100% set-aside for small businesses; the associated North American Industry Classification System (NAICS) codes are 324121 and 324110; the small business size standards are 500 and 1500 employees, respectively. The following contract line item number and items, quantities and units of measure, are applicable: CLIN 0001 (850 tons, AR4000 Asphalt hot mix, Type B aggregate ? inch rock). The asphalt is required to be delivered FOB Destination to Sequoia/Kings National Park, Ash Mountain Supply Center, 47050 Generals Hiway, Three Rivers, CA 93271-9651 in three daily shipments starting on May 15, 2002. Delivery should be accomplished using dump trucks capable of transferring both self-propelled and pull box paving machines. The provision at FAR 52.212-01, Instructions to Offerors--Commercial, applies to this acquisition as well as the provision at FAR 52.212-02, Evaluation--Commercial Items. The specific evaluation criteria to be included in paragraph (a) of FAR 52.212-02 are price, technical capability of the items offered to meet the government's needs, and past performance; all evaluated equally. Offerors are advised to include a completed copy of the provision at FAR 52.212-03, Offeror Representations and Certifications-Commercial Items, with their offers.
