Description
This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Solicitation Notice is No. AB1330-02-RP-00072. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. NOAA proposes to negotiate a sole-source fixed-price contract with Geoprobe Systems for Supplies and service. The NOAA Ocean Service Office of Response and Restoration's Pribilof Islands Restoration project requires the following equipment to pursue ongoing site investigations and groundwater contaminations on St. Paul Island, AK: PM54DT Geoprobe Model 54DT Soil Probe - one (1) each; GH41 Hammer - one (1) each; (15778) Enclosed Transport Trailer - one (1) each; (AT1000) Portable Vacuum/Volume System - one (1) each; (513) 1.25" Accessory Tool System - one (1) each; LB Discrete Soil Sampling System - one (1) each; (516) Screen Point 15 Groundwater Sampling System - one (1); (518) Marco-Core Continuous Soil Sampling System - one (1); Post Run Tubing System - one (1); (DT1000) Unit Delivery and System Training - one (1); Direct Image Membrane Interface Probe System (FC4000) Field Instrument - one (1); MP3500 MIP Controller (used with FC4000) - one (1); Basic Component Package - one (1); Model 54DT - one (1); System Training at Geoprobe Systems, Salinas, KS - one (1); Optional Accessories - one (1). The Geoprobe 54DT is only system we are aware that will allow workers to quickly acquire undisturbed soils samples down to 200 feet. Manual insertion of a collection rod is greatly limited by the strength of the individual hammering down the rod string. Furthermore, the manual method requires much more individual strength and given the harsh weather conditions on the island makes the collection inefficient. Many of the sites on the Pribilofs transgress across sloped terrain. The 54DT is able to sample these hilly environments, where truck mounted system would not be able to access either, because of stability or because the truck would become stuck in the soft overburden. Therefore, it is in the best interest of the Government to award this contract to Geoprobe Systems on a sole source basis, because of their extensive experience in manufacturing this type of equipment. The proposal shall be prepared in accordance with FAR 52.212-1, Instructions to Offers - Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212.4, Contract Terms and Conditions - Commercial Items, apply to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items is applicable. Include the additional clauses 52.219-3; 52.219-4; 52.219-5; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.223-9 (Alt. 1); 52.225-13; 52.232.34; 52.232-35; CAR 1352.201-70. This is a firm fixed price contract. The proposal from Geoprobe Systems must be received no later than 4:00 P.M., Pacific Time, May 14, 2002.
