Description
The U. S. Department of Energy intends to issue a competitive solicitation, set-aside for small business concerns, for the acquisition and management of utility services, especially the purchase and use electric energy, in order to mitigate the increasing cost of services. The objective of this contract is to provide services that will assist DOE in participating in utility rate proceedings to protect the DOE consumer and programmatic interests in its facilities and to assist in determining proper service at a specific location in order to obtain the least-cost energy at its Government-owned sites. The contractor shall provide all personnel, equipment, facilities, materials and technical expertise to perform tasks in (1) the conduct of interventions before regulatory bodies which are considering requests for rate increases or other regulatory matters which affect DOE, and (2) the conduct of special studies which will determine feasible engineering and economic approaches relating to the acquisition and management of utility services. DOE anticipates awarding a cost-plus-award-fee, performance-based, level-of-effort contract for a two year base period with three one-year option periods. All work performed under the contract shall be directed by the DOE Contracting Officer through the issuance of Task Assignments which will specify required services, deliverables, and delivery schedules. The solicitation is not currently available, but is estimated to be available within two weeks, check the "Industry Interactive Procurement System" (IIPS) website at the address below to obtain the actual release date. Once released, the solicitation will be available for downloading from the IIPS Internet page. The IIPS page is located at http://e-center.doe.gov at this internet site you will also be able to register with IIPS, enabling you to download the solicitation and to submit a proposal. Questions relating to the solicitation content must be submitted electronically to the Contract Specialist via email. The email address is larry.lansing@pr.doe.gov. All responses to questions will be released on the IIPS home page. The solicitation will only be made available in IIPS, no hard (paper) copies of the solicitation and related documents will be made available.
