Description
The Office of Justice Programs (OJP), National Institute of Justice (NIJ) attends to award on a sole source basis a purchase order to the University of Virginia, Systems Engineering (UVA SysE) Department, Charlottesville, Virginia 22906. This order with UVA SysE will consist primarily of consulting that will result in the implementation of a spatial data repository. UVA SysE shall establish a data repository; continue development of a repository database structure and the data access tools; conduct usability analysis and make suggested revisions; and create a transferable data repository method, software, and data structure. This project is a continuation of a (Phase I) prototypical project completed in FY2001 under a previous purchase order. The UVA SysE Capstone Team is uniquely qualified because of their specialized training in developing data warehouses in practical settings and the experience gained from working on the previous project. In addition, the UVA SysE department has unique experience and expertise in developing spatial data analysis interfaces that will help to inform this effort. The training and experience of this team makes them uniquely qualified to provide these services resulting in a spatial repository. The agency feels that changing contractors at this point would increase costs due to an extended timeline and decrease productivity due to the need to transfer knowledge gained in phase one of this project. This purchase order shall be negotiated in accordance with the authority of 41 U.S.C. 2152(c)(1) ? Only One Responsible Source with Unique Capabilities. THIS IS NOT A REQUEST FOR QUOTATION.
