Description
This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Solicitation number F7382220930200 is a Request for Quotation. This solicitation document and incorporated provisions are those in affect through the Federal Acquisition Circular 97-27. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is (561110). The small business size standard is $5 million. The basic contract period is 20 May 02 ? 30 Sep 02 with four option years. The offeror shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least two recent references; and (3) a complete price list (Attachment 1), and (4) a completed clause 52.212-3. All responsible sources may submit a quotation, which shall be considered by the agency. Proposals may be submitted in hard copy or electronically, either through e-mail or mail. Regardless of method of delivery, it is the offeror?s responsibility to ensure receipt of the proposal by the time and date stated herein. STATEMENT OF WORK PARISH COORDINATOR CHARLESTON AIR FORCE BASE: ENVIRONMENT The Charleston AFB Chapel Community is composed of both Catholic and Protestant major faith group communities. The Chapel Community operates an energetic program that requires a high degree of coordination and cooperation among its staff. CHARACTERISTICS OF THE PROGRAM COORDINATOR: The Pastoral Coordinator is responsible for all administrative support of the Protestant and Catholic faith communities. The coordinator is responsible for overall calendar development and programming, budget development and tracking, database management for both faith communities (inclusive of sacramental records in Catholic Community), filing of documents and records, and publicity. The Coordinator will assist in conducting needs assessment. The Coordinator will assist the chaplains and Pastoral Councils in providing a unified, comprehensive ministry to the Charleston AFB Chapel Community. REQUIREMENTS FOR A PROGRAM COORDINATOR: Qualifications: Education and Experience: Documented proof of the following is preferred: a bachelor?s degree in business management and accounting practices or equivalent experience. Skills: Interpersonal: must possess the ability to constructively work with chapel staff, pastoral staff, volunteers, and customers. Professional: Must be able to efficiently organize and manage diverse program elements. Communication: Must be able to communicate the needs and goals of the pastoral program to chapel staff, pastoral staff, volunteers, and customers. Computer: Must be knowledgeable with learning word processing, database management, and accounting computer programs. Must produce acceptable products in a Microsoft Windows environment. TASKS TO BE PERFORMED: Attend weekly Faith Community and Chapel staff meetings as directed. Attend (as a non-voting member) the monthly Pastoral Council (Catholic) or Parish Advisory Council (Protestant) meeting. Present to the council the consolidated reports of the contract staff, other program elements and volunteer organizations within the parish/faith community as directed respectively by the Catholic chaplain and the Senior Protestant chaplain. Assist in the development of the annual Parish budget. Track and record purchase requests for approval by the Catholic chaplain and/or Senior Protestant chaplain. Present budget report at each Catholic Pastoral Council or Protestant Advisory Council meeting. Develop and track a proposed 18-month Calendar of Events to be compiled from each parish. Serve as a central source of information of personnel, calendars, budget, rosters, and projected events. Make provision for an ongoing parish registration and monthly parish update (Catholic Community). Maintain Catholic and Protestant database of weekly visitors to all worship functions. Send letters and/or other correspondence to parish members as directed by each faith group chaplain. Orient and train volunteers on routine Chapel procedures. Receive and consolidate all Chapel Community publicity in draft form for chaplain assistant production and final copy. Maintain a continuity book for assigned Coordinator duties. Schedule events, ensure facility security as needed, submit fund requests in coordination with Catholic Chaplain or Senior Protestant Chaplain or designate as appropriate. Dedicate a minimum of 5 hours per day, 4 days per week for customer service such as: answer questions and inquiries, assist with correspondence, provide information and guidance on chapel/parish procedures. DATE, TIME AND PLACE OF DUTIES: Date and Time: Four days a week and four hours a day with a maximum of 16 hours a week. Task dependant; contractor must be available to coordinate with chapel staff and volunteers. Place: The Charleston Air Force Base Chapel and various designated locations for classes. SUPPORT RESPONSIBILITIES: Chapel Responsibilities: The chapel will provide adequate work and storage space, government furnished office supplies and equipment to include computer hardware and access to copier needs. The following clauses and provisions are incorporated and will remain in full force in any resultant award. Commercial Items is applicable to the solicitation and blanks in (a) are completed as follows: price, technical capability, and past performance, with technical capability and past performance when combined being greater in importance than price. Offeror shall include with their offers a completed copy of the provision at FAR 52.212-3 - Offeror Representation and Certifications ? Commercial Items. Commercial Items, 52.253-1- Computer Generated Forms, 52.232-18 - Availability of Funds, and 52.219-6 - Total Small Business Set-Aside are applicable to this solicitation.
