- Description
- ( i ) This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ( ii ) The solicitation number is F05611-02-T-0043. This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR parts 12 & 13. ( iii ) This solicitation document and incorporated provisions and clauses are those in effect through Federal acquisition Circular 01-04. ( iv ) The North American Industrial Classification System (NAICS) number is 113110 and the business size standard is $5.0M. This acquisition is reserved 100% for small businesses. Women-owned and Disabled Veteran-owned small businesses are encouraged to submit quotes. ( v ) LINE ITEM 0001: The prospective contractor shall furnish all labor, materials, tools, equipment and supplies necessary to conduct all operations included in this Removal of Russian Olive Trees project. Quantity: 1 JOB. UNIT PRICE: $________. EXTENDED AMOUNT: $_______. ( vi ) The scope of this acquisition covers the cutting, skidding, hauling, and clean-up work necessary to remove an estimated 500 - 600 Russian Olive trees, of varying age classes located on the United States Air Force Academy (USAFA). The performance period is from 01 June 2002 through 30 Sept 2002. Hours of operations are Monday through Friday from 0700 through 1630, unless prior arrangements have been coordinated with the base-contracting officer, 10ABW LGCA. The contractor shall comply with all OSHA regulations and requirements. Contractor shall record the location of each Russian olive tree on copies of aerial photographs provided by the Natural Resources office. Trees shall be recorded as single points, or as polygons with the number of trees noted. Tree locations on the photographs shall be accurate to within 100 feet. vii ) United States Air Force Academy, Colorado Springs, Colorado, 80840-2315, USA. ( viii ) The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors shall comply with all instructions contained therein; FAR 52.212-1, Instructions to Offerors - Commercial Items, with the following addenda applies to this acquisition: Site Visit. There will be one (1) site visit on 9 May 2002 to the designated forest area for this acquisition. All prospective offerors shall contact Henry L. Rush at (719) 333-8264 NLT 3:00 p.m. Mountain Standard Time (MST), 4 May 2002 to be added to the visitors listing. All offerors attending the site visit shall assemble at 8110 Industrial Drive, USAF Academy NLT 7:30 a.m. MST on 9 May 2002 for escort service and transportation into the designated forest area. ( ix ) FAR 52.212-2, Evaluation - Commercial Items, the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance and (2) Price. Past performance and Price are of equal importance. Past performance will be evaluated to ensure satisfactory business practices and timely performance. Price will be evaluated to determine its fairness and reasonableness as it relates to the item offered. The government intends to evaluate offers and make award without discussions; however, this does not precludes the government from having discussions if it is in the best interest of the government to do so. ( x ) Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. ( xi ) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, with the following addenda applies to this acquisition: FAR 52.219-6, Notice of Total Small Business Set-Aside; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; 52.237-2, Protection of Government Buildings, equipment, and vegetation; 52.242-15, Stop Work Order. ( xii ) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. In addition, the following FAR clauses are applicable to this acquisition: (b) 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3; 52.232-33, and (c) 52.222-41; 52.222-43, and 52.222-42. ( xiii ) Statement of Equivalent Rates for Federal Hires, Employees: THIS STATEMENT IS INTENDED FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION. MONETARY WAGE - FRINGE BENEFITS: 32.85%.
