Description
The purpose of this amendment is to modify the above referenced Request for Proposal in accordance with the attached Summary and to respond to questions submitted. Summary 1. The Delivery Date of the item will be 15 days ARO. 2. The following Section I clauses are hereby incorporated: FAR 52.212-1 INSTRUCTIONS TO OFFERORS ?COMMERCIAL ITEMS (OCT 2000) is incorporated by reference and applies to this acquisition. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) is incorporated in full text as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers on technical capability, past performance and price. The evaluation will include product literature, technical features and warranty provisions. The offeror shall provide information verify the price offered, e.g. a copy of a current catalog or established price list; three invoices for the same equipment, etc. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Does the user wish to measure the ?thickness? of the coating or do they wish to measure the ?reflectivity? of the coating, but as a function of angle? A1. We are not interested in measuring the thickness. Reflectivity as a function of angle is of interest. Q2. If they do want a diffuse hemispherical reflectance (specular included/excluded) capabilities what does this mean? There are many different accessories that could fit this application. However, diffuse hemispherical reflectance accessories do not cover the desired full range, usually only to 20 microns (500cm-1) A2. Please quote on whatever diffuse hemispherical reflectance accessory you provide and specify the useful range. Q3. Do they want a service/maintenance contract for 3 years after the one-year warranty or 2 years after the one-year warranty? A3. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD has a requirement to procure a Spectrometer, 1-20 micron wavelength (min), variable angle and the associated software, reference and calibration standards, service, etc. to provide the capabilities to measure changes in infrared (NIR to Far IR) reflectivity, emissivity, and spectral emittance of thin (<0.25") coated metal and composite panels (approximately 3" x 6" in size). Our intent is to allow vendors latitude in selection of their components such that they will satisfy our measurement capability needs. Vendors must include specific directions on how their proposed system will provide the information we need. Alternatives to the following will be considered, but data output should be convertible into formats compatible with required MS Office test, spreadsheet, and presentation software packages. Optional items must be priced separately unless their use changes the system component configuration. Purchase of system plus optional items will depend on availability of funds. System Components: Infrared Instrument-Range - Near IR (~1.0 micron) to Far (~30 microns); measurement capabilities-infrared reflectivity, emissivity and spectral emittance (variable angle). Computer Accessories: 17" minimum LCD Flat Panel Display, ~0.26 dot pitch; DOS/Windows operating system; MS Office; CD writer; Zip drive, 100 MB minimum. Optional Accessories: Reflectance and emittance calibration standards; polarization capabilities; extended range capabilities; diffuse hemispherical reflectance (specular included/excluded) capabilities; spectral libraries. Maintenance: Warranty, Parts and Service, minimum 1 year. Optional Maintenance Contracts: Consisting of two12 month options. Inspection and acceptance shall be made at destination. The proposed action will be a firm-fixed price (FFP) contract. All changes to the solicitation shall be sent electronically to the FEDBIZOPS as amendments. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
