- Description
- The Centers for Disease Control and Prevention (CDC) intends to award a contract for the "Study of the 'Unnatural' History of HIV" in the era of highly effective human immunodeficiency virus (HIV) treatment. The purpose of this project is to study the many manifestations, morbidities, and mortalities of HIV in the post-highly active antiretroviral therapy (HAART) era (since 1996), and to incorporate HIV prevention activities into HIV medical care. Studies such as the HIV Outpatient Study (HOPS), the AIDS Clinical Trial Group (ACTG), Adult Spectrum of Disease (ASD) and other cohorts are providing useful information about the long-term sequelae of HIV infection in this recent era of effective HIV therapies. However, these studies are not designed to regularly and intensively monitor the several organ systems that may be affected by HIV or its therapy, or to incorporate HIV prevention messages and counseling. Thus, the need for a fixed cohort study of well-treated, well-followed HIV-infected patients who are seen, examined, interviewed, and counseled at regular intervals, and who are tested and examined by a wide range of (non-invasive) tests, is evident. This project will mainly: 1) supplement laboratory tests and clinical evaluations currently reimbursed by private insurance, public funds (e.g., Medicare and Medicaid) and from other sources; 2) systematize patient visits and evaluation to occur at least once every six months; and 3) to incorporate regular HIV primary prevention--by screening for risk behaviors and STDs and providing prevention messages-into HIV clinical care. Accordingly, funding will be to augment and standardize applicant's already ongoing clinical activities. The awarded contract shall be for a period of five (5) years, performed in five annual phases of 12 months each. The NAICS code for this procurement is 541710. See Numbered Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about May 15, 2002.
