Description
Subject to availability of funds, THIS CONTRACT WILL BE AWARDED TO A LOCAL NEW MEXICO A/E PRIME CAPABLE OF SELF-PERFORMING 40% OR MORE OF THE WORK IN NEW MEXICO WITH 50% OR MORE OF THE TOTAL WORK TO BE PERFORMED BY LOCAL NEW MEXICO A/E FIRMS. Sandia National Laboratories, Albuquerque, New Mexico (Sandia) intends to contract for Architect-Engineering (A/E) services for the Center for Integrated Nanotechnologies (CINT) Core Facility. The CINT Core Facility is proposed to be a new office/laboratory building to be constructed near Sandia's Tech Area I. The project's mission is to provide researchers a state-of-the-art facility for performing nanoscale science research. The CINT Core Facility is programmed to contain approximately 83,000 gross square feet, including nearly 26,000 net square feet of laboratory space. Included in this space are synthesis labs for chemical and biological work, characterization labs for optical and laser work, and Class 1000 clean rooms for integration operations. The building will also include classrooms, conference rooms and interaction spaces to facilitate the exchange of information for multidisciplinary communication and development. Unique design features of the building include: Class 1000 clean rooms with ability to achieve Class 1 with mini-environments, HVAC design for chemical free air streams, and structural and mechanical design to minimize vibrations in floor slabs. Site improvements for this project include security fencing, service drives and yards, signage, parking, and landscaping. Site utility work will be extensive because of the distance that the existing Sandia utility infrastructure must be extended. The preliminary construction cost estimate is approximately $23.0 million. The A/E scope of work includes completing Title I and Title II design and documentation for the CINT Core Facility. Title I shall include a Program Document, Code Analysis, Schematic Design, and Design Development. Title II shall follow with final Design Package and Contract Documents. The awarded contract shall include an option to provide Title III construction administration services, including Submittal Review, RFI Resolution, and Change Order Engineering. Title I design is anticipated to commence in July or August of 2002. Firms submitting proposals must have demonstrated experience in designing facilities of similar type and scope. Experience must include: microelectronics cleanroom facilities, hazardous occupancies, general purpose chemistry/electrical/laser laboratories, vibration sensitive structures, integrated whole building sustainable design, energy modeling, energy management & control systems (EMCS), state-of-the-art communications systems, and design phase facilities commissioning. Award of this A/E contract will be based on technical merit. A fixed price A/E services contract is anticipated. All interested firms should submit a letter of interest, which includes demonstrated capability of meeting the qualifications in this announcement, together with ten (10) copies of their proposal. The proposal should include standard forms SF254 and SF255. The proposal is limited to 30 double-sided pages including the SF254/255. The proposals for A/E services will be evaluated and scored by a committee of CINT team personnel based on the following criteria (listed in order of importance). 2)1. Similar Experience by the A/E Team - Project specific relevance to the CINT Core Facility (include references for each project). 3)2. Experience of Team Members - Professional Designation/Certification/Education and Technical Experience (It is expected that team members identified in the proposal will perform the work and will be involved throughout the CINT project). 3. Management Plan and Approach - Project Manager, Discipline Leads and Key Support Personnel roles, responsibilities and interfaces, including project team organization and overall management plan. 4)4. Quality Management - Internal QA Process and External QA Interface and Document Control. 5)5. Methodology and Performance of Cost Estimating, Schedule and Cost Control, and Construction Engineering Services. 6. CADD Capabilities - Experience of A/E and all consultants with providing drawings in Intergraph Microstation SE (or later) format. All proposals must be submitted in writing, organized and tabulated per the listed criteria sequence. No telephone or fax proposals will be accepted. Proposals are due by 3:00 p.m. MST, May 31, 2002.
