Description
The Department of Health and Human Services, Health Resources and Services Administration (HRSA) solicits proposals from organizations with the capability to establish a Pharmaceutical Services Support Center (PSSC) to deliver pharmaceutical services to HRSA grantees. HRSA defines targeted PSSC customers as HRSA grantees and 340B safety net providers, including community health networks and programs, state agencies, and organizations which HRSA grantees, Bureaus and Offices fund. HRSA requires performance in three major categories: (1) Information and Analysis, (2) Relationships and Networking, and (3) Program Development. (1) Information and Analysis-- a. Assist the Office of Pharmacy Affairs (OPA) in conducting policy and pharmacoeconomic analysis related to current and changing state and federal laws and regulations affecting the scope and delivery of pharmacy services, in general, and for the specific jurisdiction of the grantee, or HRSA program (HIV/AIDS, rural delivery systems, 340B). b. Assist the Agency in determining its role in the pharmacy benefit under Medicare and other national pharmacy services. c. Provide information, evaluation, and recommendations to community health networks and community development organizations concerning innovative approaches in all practice settings for affordable quality pharmaceutical services. d. Provide knowledge of best practices about collaborative efforts occurring nationwide that can be used to guide state and community efforts to encourage and form partnerships. e. Assess state pharmaceutical assistance programs, their structure and approaches. (2) Relationships and Networking--a. Provide networking opportunities with key pharmacy groups (e.g., providers and associations) to advance clinical and policy priorities for OPA and the grantees. b. Arrange for showcasing opportunities for successful OPA demonstrations. c. Develop partnerships with other clinical and organizational components to promote comprehensive pharmaceutical services that include the specialty areas of other partners. d. Provide the schools and colleges of pharmacy with opportunities to develop internships and professional service projects that increase access to comprehensive pharmacy services, particularly those associated with HRSA grantees. e. Provide networking opportunities with state pharmacy leaders from both the professional associations and regulatory boards (e.g., a meeting designed jointly with the OPA to bring grantees and pharmacy leaders together for strategy development and problem identification). (3) Program Development-a. Assess and make recommendations about various state strategies being used to make decisions about formularies, pharmacy benefits, and disease management programs. b. Provide relevant training for HRSA staff and grantees on the development and operations of formulary committees including their compositions, how formulary and coverage decisions are made, information needs, effective communication approaches, evidence base decision needs. c. Develop educational and training materials and other assistance in implementing systems to increase and to measure improved quality outcomes, reducing medication errors, assisting the Quality Center with the "eliminating disparities" breakthrough series (priority should be given to drugs used in the treatment of mental illness treated in a primary care setting and HIV-related issues). HRSA anticipates that this solicitation will result in a contract with a 12-month base period and four one-year options. The Contracting Officer will issue the solicitation on or about May 20 and close the solicitation on or about June 25, 2002.
