- This is a combined solicitation synopsis for a service prepared in accordance with the Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Q0518 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is 100% set-aside for small businesses and NAICS code 541350 (SIC 7389) applies, which has a small business size standard of $12.0 million. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description. 0001, 1EA, Annual preventive and required maintenance. See statement of work. 0002, 1ea Corrective maintenance and repairs discovered during routine maintenance. See statement of work. 1. INTRODUCTION The 354th Maintenance Squadron currently operates and maintains two aircraft maintenance facilities that contain breathing air systems. One of these facilities is building 1344, the Aircraft Fuel Systems Repair facility and the other is building 1348, the Aircraft Structural Maintenance Section. Both facilities have practically identical breathing air systems, both of which are made by the same manufacturer. There are some slight differences in volume of output, but none of these would affect servicing requirements. These systems must be operational 24 hours a day, 7 days a week, year round. The contractor shall perform the following functions: 2. SCOPE OF WORK 2.1 Preventive Maintenance Preventive maintenance shall be accomplished on the following equipment: 1. BLDG 1348 - Breathing Air System Deltech Pyramid 8000 model 25BD1OWTR45A installed in 1999 2. BLDG 1348 - Pioneer Heatless Regenerative Dryer model PHL 520 year installed 1996 3. BLDG 1344 - Breathing Air System Deltech Pyramid 8000 model 8DM50 installed 1998 4. BLDG 1344 - Air Dryer manufactured by Zurn, model R15A Installed 1993. All service manuals are maintained in the shops and will be made available upon request. The preventive maintenance shall consist of equipment inspection, cleaning, lubricating, and performance of all other scheduled adjustments and repairs to include the following: ? Read and comply with all servicing manuals and current safety bulletins ? Replace all required filters at manufacturer specified replacement intervals ? Calibrate the Carbon Monoxide monitors ? Verify the proper operation of the automatic drains ? Test all of the manual drains ? Clean the dust and foreign material from the cooling fans and cooling coils ? Check systems for leaks, order parts and repair leaks as required ? Tighten all nuts and cap screws as needed ? Manually test safety relief valves equipped with manual test ring / lever ? Check the operation of the intake and exhaust valves on each stage of compression ? Check overall condition of systems, repair/replace worn/damaged parts or assemblies ? Check and adjust output pressure of breathing air compressor ? Check fluid level and replace compressor oil, as required by manufacturer ? Adjust/replace belts as required on breathing air compressor ? Make other minor adjustments as needed ? Inspect, clean, and service hangar air dryer according to manufacturer specifications 2.2 Preventive maintenance shall also include any minor repairs, adjustments, and replacement of components, which are necessary to keep all mechanical, electrical, and electronic systems in operational condition. The objective of preventive maintenance is to protect the operational capability of the systems by detecting and correcting minor malfunctions before they become major repair items, disrupt operation, or become a safety hazard. Preventive maintenance visits will be performed in accordance with manufacturer's specifications. 2.3 Repair services are the service rendered for the purpose of removing the cause of system downtime due to component or equipment failure or damage. Repair services are broken down into two categories. 2.3.1 Emergency repair is accomplished outside the normal working hours detailed below. Emergency Repair response time requires 24-hour response to any calls made by authorized government representatives. 2.3.2 Normal repair is accomplished during normal working hours as detailed below. 2.4 Work Schedule for each category of service is as follows: 2.4.1 Preventive maintenance: 0730 hrs ~ 1630 hrs Monday thru Friday excluding federal holidays. 2.4.2 Normal Repair Services: 0730 hrs ~ 1630 hrs Monday thru Friday excluding federal holidays. 2.4.3 Emergency Repair Services: Must be available 24 hours per day/7 days per week Evaluation of offers will be performed on the basis of price.
