Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a requirement using Commercial Item Procedures (FAR 12.6) for ADF. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (JAN 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (APR 2002); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2001). OVERVIEW: The African Development Foundation (ADF) is seeking a highly qualified individual to serve as an assistant to the President from approximately May 20, 2002 to December 31, 2002. Advisor will provide up to 156 days of service, carrying out the scope specified. Statement of Work: The Contractor will provide assistance to the President of the African Development Foundation to take lead management responsibility for designing a strategic planning and team-building conference to take place in the Washington area in October 2002. This conference will be held in place of the originally planned two conferences in Africa- one for the Anglophone countries and one for Francophone countries. On-going consultation with ADF's Cooperative Agreement Partners and ADF's evolving program development and support demands for this fiscal year made the change in conference plans necessary. The October conference will serve as the culmination of a series of policy review and revision, program planning, and organizational development actions to take place during the remaining months of FY '02. Specifically the advisor will: take lead management responsibility for designing a strategic planning and team-building conference. Re-design the program content of the conference and develop a new agenda; plan and manage the logistics arrangements of the Conference; acquire the administrative/technical support services needed to complement the efforts of ADF staff and of the Advisor himself; keep the ADF President and staff apprised of progress on adherence to the Conference planning schedule and completion of tasks allocated to ADF staff or consultants; facilitate the proceedings of the Conference. Take lead management and coordination responsibility for implementation of ADF's Board-approved plan for pursuing its new strategic objective of: alleviating the social impact of HIV/AIDS and reducing the spread of the pandemic at the grassroots level, through support for community-based and locally driven initiatives in the countries in which ADF provides assistance: 1) Conduct an on-going review of the professional literature dealing with the development and implementation of activities that might promote achievement of ADF's stated strategic objective in this area; 2) Advise the ADF President and staff on the applicability or application of proven best practices to ADF's current and future projects; 3) Advise and assist ADF staff in developing processes and procedures for carrying out its pilot program for refining its pilot operational approach, the elements of which are: a small grants program to foster innovation by Grantees and allied community-based groups; extension or expansion of high-income generating projects to include HIV/AIDS alleviation and reduction activities; continued program emphasis on micro and small enterprise development enterprises, with a particular concern for enhancing the economic security of families and communities affected by HIV/AIDs; 4) Identify persons and organizations with expertise on HIV/AIDS in Africa who can serve as resources for the professional development of ADF staff on this critical programming area; 5) Identify and secure the complementary professional services needed by ADF to carry out the pilot program and to achieve in general the stated strategic objective. Consult with and advise the ADF President and other ADF/W senior staff members on defining the role and responsibilities of the newly established ADF Field Representative position; on plans for deploying Field Representatives to the country programs; and on the sharing of workload between the Field Representatives, the Cooperative Agreement Partners and the Grantee groups. In order to compete for this requirement you must demonstrate that you are qualified to perform the work by providing detailed information on your relevant expertise in the following areas: 1) experience working for a federal agency; 2) history of successful completion of assigned tasks and responsibilities; 3) history of producing high-quality products and services; 4) history of delivering the products and services on schedule; and 5) demonstrated ability to solve problems with minimal management oversight. Period of Performance: The period of this requirement shall be from award to December 31, 2002. The contractor shall work for the President (5) days per week, Monday through Friday, exclusive of official federal holidays. Place of performance: 1400 Eye Street, Washington, D.C. Cost: Please provide a firm fixed price for this contract, exclusive of travel and per diem, $_______ at a rate of $_______ per hour. The contractor shall not be paid per diem through this contract. EVALUATION CRITERIA: Each offeror's proposal will be evaluated according to the factors shown below. Sub-factors listed under each factor are of equal importance to each other. A. Past Performance; (to be ascertained by reference checks): 1) The offeror's successful prior experience working for a federal agency. 2) The offeror's history of successful completion of similar projects and history of providing high-quality products and services; 3) The offeror's history of delivering the product on schedule; 4) The offeror's demonstrated ability and responsiveness to solving problems without assistance. B. Personnel Qualifications. 1) Experience as a manager or advisor on issues relating to the development and implementation of social and economic development programs in Africa; 2) Experience-based ability to advise and assist the President of the Foundation, other ADF senior staff, and Partner staff on ADF's program activities at the policy-making, strategy formulation, project design, project management, monitoring and evaluation levels; 3) Knowledge and familiarity with grassroots development philosophy, funding criteria, project development, monitoring, and performance assessment processes and issues; 4) Ability to interact successfully with other USG agencies, host country government agencies and non-governmental organizations in the United States and Africa; and 5) Excellent verbal and written communications skills, and inter-personal relations skills that facilitate strong working relationships with colleagues at all levels of responsibility. Contract Award - Award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government, past performance, personnel qualifications and cost considered. The Government's objective is to receive the highest quality contractor possible, at a realistic and reasonable cost. The Government's cost estimate for this contract is $85,000 - $95,000; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s).
