Description
This procurement is for a firm to provide all supervision, labor, materials and equipment necessary to represent the government in the procurement of leased office space and related types of space, and the administration and management of these leases, throughout the General Services Administration's Mid-Atlantic Region. The Mid-Atlantic Region consists of the following areas: The States of Delaware, Pennsylvania and West Virginia, the State of Virginia, (excluding Alexandria City, Arlington County, Fairfax County, and Loudon County), the State of Maryland (excluding Montgomery County and Prince George's County), and the state of New Jersey (excluding the Counties of Morris, Passaic, Hudson, Bergen, Essex, Union, Middlesex, and Monmouth). Services will include, but may not be limited to, the following: Space Programming (Requirements Development), Market Survey, Market Analysis, Appraisal Services, Fire & Life Safety Survey, Develop Solicitation For Offers, Prepare Cost Estimate, Review and Evaluate Offers, Negotiate Offers, Prepare Lease Documents, Post Award Services, Move Coordination, Lease Alterations, Succeeding Leases (non-competitive), Lease Extensions, Renewal Options, Real Estate Tax Adjustments, Operating Cost Escalations, Real Estate Tax Appeals, Renegotiation of Existing Leases, Buyout of Existing Lease, and Outleasing. This will be an indefinite quantity term contract, with the total amount of delivery orders estimated at $1.5 million per year; however this is only an estimate and not a guarantee of the amount of work to be issued under the contract. Individual delivery orders are expected to range from $5,000.00 to $200,000.00. The guaranteed minimum to be ordered is $25,000 per year. The maximum ordering amount is $5 million per year. The contract will consist of one base year, one 1-year option, two 2-year options, and one 3-year option, for a total performance period of nine years. The anticipated start date of the contract is September 1, 2002. Offers will be evaluated in accordance with source selection procedures, to be outlined in the solicitation. The combined weight of the technical factors will be just as important as price. The contractor that offers the best value to the Government, considering both technical and price factors, shall be selected. Small Business Participation This solicitation is being issued under full and open competitive procedures under NAICS Code 531210.
