Description

NA The New York District is seeking to secure a firm-fixed-price construction contract, through the issuance of sealed bid solicitations (IFB) to provide for the revitalization of barracks (Buildings 1204 and 1205). Both buildings are used by the U. S. Milit ary Academy Preparatory School, Ft. Monmouth, NJ. Each wing is a 3-story structure with two parallel wings per building and a single story connecting end portion. The renovation includes removing most of the existing interior walls and utilities and prov iding new durable controls. HVAC and fire protection, fire stairs, and mechanical towers will be added. The heating and air conditioning energy source will be a geothermal well field constructed in several zones adjacent to the buildings in a separate co ntract. This is an unrestricted solicitation. Offers from all qualified small business concerns are solicited. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. The applicable NAICS Code is 234990 with a small business size standard of $28.5 million. The estimated cost range for this project is $15-20 million. This procurement is unrestricted, but a preference for registered HUBZone contractors (10% added to large business offers over HUBZone contractors), per FAR 19.1307, will be given. The plans and specifications shall be made available on or about 17 May 2002. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicita tion, at no charge at http://nan.usace.army.mil (contracting opportunities). Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are 4 86-Based personal computer, Microsoft Windows 3.1 or greater, 8MB application RAM. A registration page is attached to the website and prospective are required to register and receive notice of any amendments and/or addenda that may be issued to this solic itation. Utilization of the Internet is the preferred method. However, CD's will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P. O. boxes), telephone and fascimile numbers (including area codes). Make check or money order payable in the amount of $10.00 to USACE, New York. Solicitation documents for this work will be avialable on or about 05-17-02. Registration requirements: DFARS 252.204-7004 requi red Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR Database prior to award. Lack of registration in the CCR Database will make an offeror ineligible for award .
