Description
The Tunison Laboratory of Aquatic Science in Cortland, New York has a requirement for an assessment to be made of Tunison's facilities to determine the improvements needed to maintain up to four separate broodstocks of Atlantic salmon and rear up to 50,000 fall fingerlings of each strain. The objective of this work will be to conduct an assessment of the fish rearing capability of the Tunison Laboratory of Aquatic Science to determine the feasibility and improvements necessary to hold and maintain up to four separate brood stocks (strains) of Atlantic salmon, concurrently. The work will also determine the facility requirements and improvements needed for rearing up to 50,000 fall fingerlings of each strain. Included in this work will be cost estimates and design specifications for the required improvements. The Technical Requirements are: 1. Work requirements and products: a) Conduct a detailed evaluation of existing and potential water supply to meet the required fish production goals (i.e. 3-4 salmon broodstocks, up to 50,000 fall fingerlings of each. b) Complete a detailed evaluation of existing physical, mechanical, and electrical facilities at Tunison. c) Conduct an evaluation of effluent and wastewater treatment requirements at the laboratory and an environmental assessment and impact on the effect of increasing production on effluent discharge in Beaver Brook. d) Conduct an assessment of additional degassing and aeration needs to meet the fish production objectives. e) Provide detailed plans including engineering designs for required capitol improvements and recommended actions and cost estimates for the necessary modifications. f) Provide a detailed estimate for the cost of annual operation and maintenance including the need for additional staffing. 2. Criteria for the acceptance of the service will be a detailed report on each of the six deliverables listed. These six reports can be included in a larger report as individual chapters. A. Deliverables. 1) Characteristics and quantity of work described above. a) A report evaluating the existing and potential water supply to meet the required fish production goals. b) A report evaluating the existing physical, mechanical, and electrical facilities at Tunison. c) A report evaluating the effluent and wastewater treatment requirements at Tunison that also assess the environmental impact on the effect of increasing production on effluent discharge in Beaver Brook. d) A report that describes and quantifies the need for additional degassing and aeration of hatchery water. e) Detailed plans including engineering design for required capital improvements and recommended actions and cost estimates for the necessary modifications. f) A report that projects annual operation and maintenance cost that consider the need for staffing. The Place of Performance shall be Tunison Laboratory of Aquatic Science 3075 Gracie Road, Cortland, NY 13045. THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION THRESHOLD OF $100,000 and solicited by written request for Quotation (RFQ) No. 02ERQQ0092. The anticipated award date is June 3, 2002. NAISC code is 541380. SIC code is 8734. The estimated magnitude of this project is $25.000 to $100.000. Quotes are due at 2:00p.m. EST on May 24, 2002.
