Description
NA The Defense Threat Reduction Agency plans to award a contract to Defense Group, Inc. to provide professional, advisory, and management services required for Program Management support for the Restoration of Operations (RestOps) Advanced Concept Technology Demonstration (ACTD). The purposes of this is to 1) obtain outside points of view to avoid too limited judgement on critical issues within the ACTD, 2) obtain advice regarding developmentsin industry, university, or foundation research that assist the Tec hnical Manager in making judgements on the development and use of technologies for the ACTDs, 3) obtain the opinions, special knowledge, or skills of noted experts to assist working groups, policy groups, or Integrated Porduct Teams woriking within the ACT D, 4) enhance the understanding of, and develop alternative solutions to, complex issues that arise during the course of execution of the ACTD, and 5) support and improve the operation of organizations involved with supporting the ACTD. This support will extend from the expiration date of the current contract, July 5, 2002, through the scheduled completion of the RestOps program, September 30, 2004. DTRA believes that Defense Group, Inc. (DGI) is the only contractor capable of accomplishing this effort in a timely and cost effective manner based on their unique extensive knowledge of the program from its inception in 1993, the trust and relationships they have developed with various participating organizations,any other source, by necessity would incur eff ort over and above that contemplated by this award to intricately coordinate with DGI's current effort and learning the idiosyncrasies of those organizations and the leaders they support, and the corporate memory of the various integrated product teams the y support. DTRA believes that any efficiency obtained through competition could not compensate for severe delays, and additional costs of educating a different contractor on the program and methodologies particularly on a program nearing its conclusion.
