- Type of Document: Modification to a Previous Presolicitation Notice The synopsis issued on March 29, 2002 for a Combustion Nitrogen/Protein Analyzer is modified to identify the specialized features required to support the research programs at ERRC. This synopsis, which supercedes the announcement of March 29, 2002, is modified as follows: The USDA Agricultural Research Service (ARS) intends to negotiate solely with CE Elantech Inc., in Lakewood, NJ to furnish and deliver (FOB Destination) one combustion nitrogen/protein analyzer for the USDA, ARS, Eastern Regional Research Center, Wyndmoor PA. The instrument must comply with AOAC method 990.3 and AACC method 46-30 to meet a wide variety of research objectives. To achieve these objectives the instrument must be capable of detection that routes 100% of the combustion gases into a GC column for separation prior to the subsequent detection by the thermal conductivity detector. It must employ a continuous flow design that allows addition of alternate detectors as well as the capability for reconfiguration for other applications such as oxygen analysis and/or sulfur analysis without addition of optional detectors or furnaces. The instrument must include software for the introduction of oxygen which automatically compensates for sample weight and matrix in order to conserve oxygen usage. It must accept samples in the range of 10mg - 1 gram and report nitrogen in the range of .01 - 100%. The instrument will be equipped with an HPLC type of autosampler that allows direct, automated, injection of variable volume liquid samples directly into the combustion chamber. Companies with the demonstrated capability and financial capacity to provide and service such equipment must submit a written substantive statement outlining the capabilities that equal the required features stated in this synopsis and past performance information to verify responsibility to the Contracting Officer within 5 days of publication of this notice. This is not a request for proposal nor is a solicitation available.
