Description

The National Institute of Standards and Technology (NIST) intends on entering into a sole source procurement with Blue Atlas Interactive, LLC (BAI) of Germantown, MD, under the authority of FAR Subsection 13.106-1(b). This procurement is for the continued analysis, design and development for an online system for Standard Reference Materials (SRM). BAI designed and implemented the SRM site. The site was developed using SQL Server/Cold Fusion applications. The sole source determination is based on the detailed knowledge of the structure and composition of SRM HTML tables that were created by BAI and are still in use today. BAI also developed an intricate and comprehensive search engine. As the original designer of the site with a high-quality and comprehensive search, BAI is the only vendor that can re-establish a premiere site; complete an analysis of current and future applications; integrate online orders in a secure environment with the internal business system graphical user interface; and create and develop a plan for future expansion of the site. This knowledge will speed up the implementation and diagnosis of problems. BAI also has a complete knowledge of the business processes of SRM and the implementation of current web tools to facilitate those processes. It is anticipated that a firm-fixed price purchase order will be awarded. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes.
