Description
The U.S. Department of Commerce NOAA has a requirement for Scientific and Technical Support Services. The requirement will be competed utilizing FAR Part 15.202 Advisory multi-step process and oral presentations. Potential Offerors are invited to submit their qualifications in response to the draft statement of work included as part of this synopsis. This notice shall be considered Phase I of the selection and award process. All responses to this notice shall include a statement of technical capabilities, three past performance references for similar services, and any other appropriate information sufficient enough for the Government to determine the offeror is a viable competitor. References must include the name and telephone number of the point of contact, the contract number, the type of contract (i.e. firm fixed price or cost reimbursement), a description of the work performed and the period of performance. Contract references may be government or private sector contracts that the company is currently supporting or have supported in the past three years. A technical evaluation team will evaluate all responses. The Government may select a minimum of five of the most viable offerors, to participate in Phase II, oral presentations. The viable competitors will continue in the process and will be asked to prepare an oral presentation. The oral presentation will be limited to 45 minutes for the overall corporate presentation. Offerors shall be required to provide no more that a two (2) page description or plan to staff and provided the services in accordance with the statement of work, and one (1) resume for each labor category they propose. A technical team will prepare a series of questions for a twenty-minute question and answer session. The oral presentation shall be considered as part of the technical proposal. Offerors will be required to certify the information presented and incorporate it as part of their technical proposal. At the conclusion of the oral presentations any Offeror considered unlikely as a viable competitor will be notified in writing with the general basis for that opinion. Notwithstanding the advice provided by the Government in response to their participation, unlikely competitors may still participate in the resultant solicitation. The Government anticipates a Indefinite Delivery, Indefinite Quantity, contract will be awarded. The period of performance will be five years. This acquisition is issued as competitive 8(a) requirement.
