Description
SUBJECT: HYDRATE DRILL MODIFICATIONS AND DEPLOYMENT DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Texas A&M Research Foundation, College Station, TX to complete the following statement of work. STATEMENT OF WORK: HYDRATE DRILL MODIFICATIONS AND DEPLOYMENT. A. SCOPE OF WORK. THIS WORK WILL INCLUDE PREPARATION AND 2 OPERATIONAL DEPLOYMENTS OF SPECIALIZED EQUIPMENT FOR COLLECTING GAS HYDRATE AND MONITORING ITS DISSOCIATION ON THE GULF OF MEXICO SEA FLOOR. SPECIALIZED EQUIPMENT WILL INCLUDE A LARGE DIAMETER AUGER AND HYDRATE DRILL FOR COLLECTING SHORT CORES OF GAS HYDRATE; AND A TIME-LAPSE CAMERA AND THERMISTOR PROBES FOR PHOTOGRAPHING AND MONITORING TEMPERATURE OF HYDRATE MOUNDS. THE SEA SURFACE WILL ALSO BE MONITORED USING RADARSAT IMAGERY. B. TASKS TO BE PERFORMED. TASK 1.0 PREPARE FOR CRUISE 1 (CRUISE DATES: JUN 6-14, 2002). SUBTASK 1.1 - MODIFY HYDRATE DRILL AND HYDRATE AUGER PRIOR TO OPERATIONAL DEPLOYMENT. SUBTASK 1.2 - COORDINATE COLLECTION OF RADARSAT IMAGES DURING CRUISE 1. SUBTASK 1.3 - DEPLOY HYDRATE DRILL AND AUGER AT HYDRATE SITE WITH JOHNSON SEA LINK SUBMERSIBLE. SUBTASK 1.4 - DEPLOY TIME-LAPSE CAMERA AND THERMISTOR PROBES AT HYDRATE SITE. DELIVERABLE: PREPARE REPORT ON SAMPLING AND MONITORING RESULTS FROM CRUISE 1 AND SUBMIT TO DOE BY SEPTEMBER 30, 2002. TASK 2,0 PREPARE FOR CRUISE 2 (CRUISE DATES: JULY 1-20, 2002). SUBTASK 2.1 - COORDINATE CRUISE LOGISTICS FOR CRUISE 2. SUBTASK 2.2 - COORDINATE COLLECTION OF RADARSAT IMAGES DURING CRUISE 2. SUBTASK 2.3 - RECOVER AND REDEPLOY TIME-LAPSE CAMERA AND THERMISTOR PROBES AT HYDRATE SITE. SUBTASK 2.4 - DEPLOY HYDRATE DRILL AND AUGER WITH JOHNSON SEA LINK SUBMERSIBLE AT HYDRATE SITE. SUBTASK 2.5 - PREPARE AND DEPLOY BRINE TRAPPER. DELIVERABLE: PREPARE CRUISE REPORT ON SAMPLING AND MONITORING RESULTS FROM CRUISE 2 AND SUBMIT TO DOE BY DECEMBER 31, 2002. TASK 3.0 ANALYZE DATA FROM CRUISES 1 AND 2 RELATING TO HYDRATE DRILL PERFORMANCE, TIME-LAPSE CAMERA AND THERMISTOR RECORDS, AND RADARSAT IMAGERY. DELIVERABLE: PREPARE FINAL REPORT ON CRUISE RESULTS AND POST-CRUISE DATA ANALYSIS AND SUBMIT TO DOE BY NOVEMBER 20, 2003. This request is considered to be sole source to Texas A&M Research Foundation, College Park, TX, because their personnel are uniquely qualified to perform the required tasks and the following reasons: The GEOCHEM AND ENVIRONMENTAL ENGINEERING GROUP AT TEXAS A&M UNIVERSITY AND THEIR SUBCONTRACTOR HARBOR BRANCH OCEANOGRAPHIC INSTITUTION, ARE UNIQUELY QUALIFIED TO DESIGN, FABRICATE, AND DEPLOY THE HYDRATE DRILL, BECAUSE OF THE SPECIALIZED EXPERIENCE OF THEIR SCIENTISTS AND ENGINEERS, TEXAS A&M ALREADY OWNS A GAS HYDRATE RECOVERY CHAMBER AND A PROTOTYPE HYDRATE DRILL THAT ARE DEPLOY ABLE WITH THE JOHNSON SEA LING SUBMERSIBLE, SO THEY ARE UNIQUELY POSITIONED TO MODIFY THE EXISTING EQUIPMENT AND ENSURE ITS COMPATIBILITY WITH THE SUBMERSIBLE FITTINGS. BECAUSE OF EXTENSIVE PRIOR EXPERIENCE WITH THE JOHNSON SEALINK AND OTHER SUBMERSIBLES, DR. MACDONALD OF TEXAS A&M, UNDERSTANDS HOW TO BEST DESIGN AND DEPLOY A HYDRATE DRILL. HARBOR BRANCH OCEANOGRAPHIC INSTITUTION, AS OPERATOR OF THE JOHNSON SEA LINK, HAS THE ENGINEERING EXPERTISE NEEDED TO MODIFY THE DRILLING EQUIPMENT AND ENSURE THAT IT IS SUCCESSFULLY DEPLOYED. This request is considered to be sole source to Texas A&M Research Foundation. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures. Requests for solicitation will be considered non-responsive. NO TELEPHONE REQUESTS.
