Description
WA PFH 158-1(3), FLOWERY TRAIL ROAD, Kaniksu and Colville National Forests, Stevens County, Washington. The work consists of 8.392 km of grading, drainage, and retaining wall construction, base and asphalt concrete placement, and new signing and striping. The project consists of construction survey & staking; contractor sampling & testing; construction schedules; soil erosion control devices; monuments & markers; 3,500 cu m watering for dust control; 40 ha clearing & grubbing; 25 ea removal of sign/marker; 9 ea removal of pipe culvert type A; 15 ea removal of pipe culvert type B; 811,500 cu m excavation & embankment; 13,500 m rock blasting; 35,345 sq m roadway obliteration; 18,530 cu m placed riprap; 7,700 m riprap lined ditch; 5,500 cu m special rock embankment, mechanically-placed; 130 sq m MSE walls; 33,800 t crushed aggregate; 28,500 t emulsified asphalt treated aggregate base grading D; 275 t emulsified asphalt grade CSS-1; 1,450 sq m road reconditioning; scarify 100 mm depth; 20,500 t hot asphalt concrete pavement class B, grading C, type 1 pavement smoothness; 1,200 t asphalt cement grade SHRP PG 58-34; 200 t mineral filler (hydrated lime); 35 t asphalt tack coat; 45 m minor concrete structures; 1,704 m culverts; 104.8 m structural plate pipe; 600 m underdrain system; 1,460 m Portland cement concrete curb, 75 mm depth; 6,200 m guardrail system G4 type I class A (wood posts); 20 ha topsoil; 320 su turf establishment; 21.5 sq m sign installation; 464 ea delineators; 74,600 m permanent pavement markings type B; 60 ea barricade; 156 sq m construction sign; 5,900 m temporary concrete barrier; 18,515 m temporary pavement markings; 120 day traffic and safety supervisor; 12,000 flagger hrs; 5,000 pilot car hrs; 350 m 150mm waterline, polyvinyl chloride (pvc); and other smaller items of work. The project is located approximately 9 km east of Chewelah, Washington. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit the following by e-mail to contracts@wfl.fha.dot.gov or by fax to 360.696.7932 for receipt by COB on MAY 14, 2002: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; (c) statement of bonding capability, to include both single and aggregate totals; and (d) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. Work shall be completed by October 4, 2005. Estimated price range is over $10,000,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
