Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase request number F15C2220920401 is being issued as a Request for Quotation (RFQ), which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-06. This acquisition is reserved for small businesses; however, large businesses may still quote on this combined synopsis/solicitation. The associated North American Industry Classification System (NAICS) code is 421840. McConnell AFB, KS, plans to procure the following items: Line Item 0001: Fluid Handling Dispensing System, Manufacturer: Innovative Fluid Handling Systems, Part # SYST1506HOK, Quantity: 1 Each; Line Item 0002: Portable Lube Cart, Manufacturer: Innovative Fluid Handling Systems, Part # PCA-2448-A, Quantity: 2 Each; Line Item 0003: Digital Meter Readout, Manufacturer: Innovative Fluid Handling Systems, Part Number Not Available, however, specifications include: Reads in Pints/Quarts/Gallons, Quantity: 1 Each. Please see the following amendment containing specifications for the storage and dispensing system and portable lube cart. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors- Commercial; FAR 52.212-2, Evaluation- Commercial Items Evaluation- Commercial Items (January 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) Capability of the item offered to meet the Government requirement and (2) Price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award; FAR 52.212-3, Offerers Representations and Certifications- Commercial Items (offerors will include a completed copy as part of their quote); FAR 52.212-5 (Deviation), Contract Terms and Conditions Required to Implement Statutes or Executive Orders; FAR 52.233-3, Protest After Award; FAR 52.247-34, F.O.B. Destination; FAR 52.252-1, Solicitation Provisions Incorporated by Reference; DFARS 252.204-7003, Control of Government Personnel Work Product; DFARS 252-204-7004, Required Central Contractor Registration; DFARS 252.212-7001 (Deviation), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Award will be made to the most responsive offeror determined to be the most advantageous to the Government in accordance with the evaluation factors listed above. Offers shall be structured and submitted in accordance with the following schedule: each offeror shall respond to this solicitation no later than 4:30 PM CST on 7 May 2002.
