Description
SUBJECT: Request for Information DM POC: SMSgt Bill Andersen (ITCS), 618-229-6926 RM POC: Ms Neena Flowers (ITCR), 618-229-6900 DESC: This announcement constitutes a Request for Information (RFI) synopsis and market research. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the US Government. The US Air Force is currently conducting a market survey and analysis of government-off-the-shelf and commercial-off-the-shelf software products that meet the requirements for document management (DM) and records management (RM) software applications. This software will be integrated with and become part of an information system supporting the management of electronic documents and records for the US Air Force. The software should be capable of supporting all areas of the US Air Force worldwide. The DM system is required to have robust capabilities and must allow action officers at the various levels (headquarters, major command, field, and unit) to issue and control document routing (parallel and serial), including control of access and dissemination across the Air Force enterprise. The DM system must integrate with existing standard office applications, as directed in the Joint Technical Architecture 3.1, with the Defense Message System (DMS), and with an electronic records management (ERM) system, in accordance with the requirements outlined in the current version of DoD 5015-2 STD, Design Criteria Standard for Electronic Records Management Software Applications. The RM software must also meet all of the mandatory requirements outlined in the current version of DoD 5015.2-STD, Design Criteria Standard for Electronic Records Management (ERM) Software Applications. This standard sets forth mandatory baseline functional requirements for records management application (RMA) software used by DoD components in the implementation of their records management programs, defines required system interfaces and search criteria to be supported by the RMA, and describes the minimum records management requirements that must be met based on current National Archives and Records Administration (NARA) regulations. This standard is available from the Defense Information Systems Agency (DISA) Joint Interoperability Test Command (JITC) Records Management World Wide Web home page: http://jitc.fhu.disa.mil/recmgt/index.htm. JITC is responsible for conducting certification test and evaluation for all records management applications for compliance with the standard. In your response to this RFI, please indicate if your company has made an application to have your product tested by JITC for conformance with the standard. The standard also sets forth some non-mandatory requirements that may be identified by using organizations to satisfy specific needs. The US Air Force has identified some supplementary requirements and will provide interested vendors a copy of these supplementary requirements upon request. In the response to this RFI, please provide a brief summary to each of the supplementary requirements discussing whether your software product can satisfy the requirement and any relevant information addressing your product?s capabilities. Please indicate if you product is in GSA or another Government Contract. In your response, please identify other vendor products that are interoperable with your product. Businesses responding to the market research that are currently offering or can make available to the US Air Force the same services, are requested to provide available product information within 20 days after the posting date of this notice.
