Description
NA 46--This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are be ing requested and a written solicitation will not be issued. The solicitation number DAHA50-02-Q-0001 is being issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06 and Defense Acquisition Circular 20020426. This is a 100% small business set-aside. The NAICS is 333319 and small business size standard is 500 employees. This solicitation contains provisions for Brand Name or Equal IAW FAR 11.107. LINE ITEM 0001. Furnish, set-up, install and provide on-site user training of a portable oil-water-solids separator at Kalaeloa, Hawaii (island of Oahu). LINE ITEM 0001AA. 1 EA Portable Oil-Water-Solids Separator, surface discharge system, skid-mounted, CPS 2000 Model MV, mfr: Taylor Environmental Products, Inc. OR EQUAL. Three phase oil/water/solids above-ground, gravity designed, physical treatment (not chemical) plant with static design (no moving moving parts) and no filter pack to remove, clean or dispose of -- with zero downtime for solids retrieval and a self-cleaning coalescer (does not require periodic removal and steam cleaning). SALIENT CHARACTERISTICS: Base With Tank (A36 3/16 mild steel); Coalescing Pack (steel); Split Flow Water Discharge Line with Valves; Oil Drain-off (2? gate valve); Sludge Discharge (3? ball valve); External Sludge Container (A36 3/16 mild steel); 2? Elect ric Centrifugal Pump (220v ? single phase); Weather-Proof Control Panel; Controls and Floats; Installation Hoses (includes 30 ft suction hose and 50 ft 4? discharge hose); Three (3) Overflow Safety Switches (one for each tank); Unit Cover; Media Filter Sys tem Including: 250 gal Transfer Tank with 1? Transfer Pump (220v?single phase); dual bag filters; PC48 Media Vessel with 1200 lb. activated carbon; Backwash System to extend media life; Pressure Washer System including: 250 gal Transfer Tank with 1? Pres sure Pum (110v ? single phase); Bladder Tank; Manifold for pressure washer hoses (four connections); Four (4) Vertical Elite Pressure Washers (3 GPM ? 2000 PSI); and a Unit Skid Mounted (7?x14 ft ? not secondary containment). OPERATIONAL CHARACTERISTICS: Removes a minimum of 95% of free oil from waste water flow containing a maximum of 5% oil content; Additional media filter removes any remaining trace amounts of free oil plus any emulsified oils in discharge; Operator-enabled switching from media processing (20 gpm) to full flow processing (100 gpm). LINE ITEM 0001AB. Operation and maintenance/service manuals and parts price lists, 3 SE. Provide the manufacturer?s standard commercial manual(s) for each piece of equipment included in the system. Parts price lists shall be furnished separately if not contained within the manuals. Manuals and parts price lists shall be delivered with their respective equipment. LINE ITEM 0001AC. Set-up and installation, 1 JO. The contractor shall provide all material, labor and resources to successfully set-up and install the complete system at the 297TH Support Battalion, Bldg 282, Kalaeloa, Hawaii (island of Oahu). Travel, lo dging and per diem costs should be included here, if applicable. Once installed, the contractor shall test and adjust the system to ensure proper functioning in accordance with manufacturer?s expectations. LINE ITEM 0001AD. On-site training, 1 JO. The contractor shall provide all material, labor and resources for on-site training at Bldg 282, Kalaeloa, Hawaii to Hawaii Army National Guard personnel within one week after completion of installation. A half-d ay training agenda shall be prepared to include explanations of contractor warranty provisions. The manufacturer's operation and maintenance/ service manuals shall be used as training aids. The training shall include operation and preventive maintenance of the equipment and be consistent with instructions contained in the manuals. Deviations to the manuals based on practical experience or histo rical maintenance data shall be discussed if deviations are considered beneficial to the user based on specific conditions at the site, e.g., excessive humidity, etc. The instructor shall be a certified, factory-trained and knowledgeable individual in the operation and maintenance of the equipment. GENERAL NOTES: (1) Warranty. The warranty period shall be for a minimum of 12 months from the date of installation of the complete system or no less than the standard commercial warranty afforded the general public; whichever is greater; and (2) Local ser vice dealer rep. Ideally, offers shall contain products of manufacturers who can provide on-island (Oahu) service during and after the warranty period. Local service companies must be licensed to do business within the State of Hawaii. ADDITIONAL GENERAL REQUIREMENTS: (1) At least two weeks prior to shipping the system, the contractor shall provide the contracting officer with estimated shipping and arrival dates in order to prepare for installation of the system. All containers must be properly labeled or marked with all of the following information: (a) The contractor's name and address; (b) SHIP TO: 297TH SPT BN BLDG 282, Kalaeloa, Hawaii; (c) Contract number (to be provided upon award); (d) REQN W805L6-2067-1514; and (e) Carton/Box number (i.e., 1 of 6, 2 of 6, etc.); (2) Acceptance of equipment shall be made at destination. Acceptance of the project shall only be made upon satisfactory completion of installation and training requirements; and (3) The Contractor may submit a partial invoice upon acceptance of equipment by the Government at destination and a final invoice upon final acceptance of the project. FAR provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: A single award will be made to the responsible small business concern whose offer is determined to be the best value to the government based on technica l, price and availability of on-island servicing factors. To be determined technically acceptable, the offeror must furnish detailed product literature which clearly shows that the product offered meets all requirements stated in the brand name or equal de scription. In offering products other than that of the brand name specified, offerors shall clearly describe any modification(s), to include furnishing of drawings or illustrations, the offeror plans to make to a product to make it conforming to requireme nts. Each separately-priced component required to make a fully-functioning system shall be listed in order to properly and fairly evaluate offers. Equipment (transportation and on-/off-loading costs included), set-up/installation and training costs shall be shown separately. Delivery is FOB destination to Bldg 282, Kalaeloa, HI (zip: 96707). Set-up/installation and training costs shall include all associated costs such as travel, lodging, per diem, etc., if applicable, necessary to meet requirements. SUBMISSION OF OFFERS. Offers shall be submitted in the format described above and be furnished on official company letterhead. Include a CAGE code and DUNS number. Offers shall be received at the contracting office no later than 11:00a.m. HST May 29, 200 2 via fax (808/733-4316), e-mail (carrie.inada@hi.ngb.army.mil) or mail. The contracting office is not responsible for incomplete, late, lost, misdirected or postage-due mail or for any technical malfunction, lost/delayed data transmission, omission, inte rruption, deletion, defect, or line failure in connection with any telephone network, computer equipment, software or any combination thereof. FAR provision 52.212-1, Instructions to Offerors - Commercial Items applies with addendum to para (b)(5): Of fers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract.
