- NA A-E Services are required to plan, design, and inspect construction of a 131,489 SF Armed Forces Reserve Center at McEntire Air National Guard (ANG) Station, Eastover, SC. Project shall include but not be limited to earthwork and site preparation, a speci ally designed Armed Forces Reserve Center of permanent masonry type construction, brick and concrete block units with concrete floors, and a built-up or single membrane roof. A one-story structure with mechanical and electrical equipment; interior finishe s, exterior utilities. Outside supporting facilities include military and privately-owned vehicle parking, fencing, sidewalks, exterior fire protection, outside lighting, access roads, detached facility sign, wash platform, fuel storage and dispensing sys tem, and flagpole. Physical security measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas, berms, heavy landscaping, and bollards to prevent access when standoff dist ance cannot be maintained. Cost effective energy conserving features will be incorporated into design, including energy management control systems and high efficiency motors, lighting, and HVAC systems. McEntire ANG Station is located approximately 15 mi les east of Columbia, SC. The A-E selection criteria, listed in order of importance, includes: (1) Professional Qualifications of the design team for satisfactory performance, (2) Specialized experience and technical competance in similar type work, (3) Capacity to accomplish the work in the required time, (4) Past Performance, (5) Location, and (6) Volume of work previously awarded by DOD (ensure proposal indicates volume of fees for DOD work awarded to both prime and consultants within the past 12 mont hs). The Government intends to award one firm-fixed price architect-engineer contract to one A-E firm for the services required. Standard Form 254, Architect-Engineer and Related Services Questionnaire, and SF 255, Architect-Engineer Related Services for Specific Project, are required from firms requesting consideration for selection. Ensure consultant SF 254(s) are included. Firms with more than one office should indicate from which office work will be performed. The Standard Industrial Classification (SIC) code for this project is 8712; NAICS is 54131. Estimated construction cost will range more than $10,000,000. This is not a Request For Proposals. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations with respect to evaluation criteria lis ted.
