Description
Network Infrastructure Services Agency, NISA, has a requirement to replace their Uninterrupted Power Supply (UPS) battery power source that is malfunctioning. This requirement is being issued by Gov.Works under the franchise authority of the Department of the Interior on behalf of NISA in accordance with FAR 13.5. Based on a crucial need of immediate delivery, the Government intends to award on a sole source basis to Encompass, formally Maryland Power Company, which has designed and maintained the UPS battery source for NISA for the past few years in accordance with FAR 6.302-1. NISA requirements include: 1) remove old Oxide ES-23B battery and racking from site; 2) palletize and dispose of old battery per E.P.A. standards; 3) furnish one string of C&D XT4LC13 batteries; 4) furnish and install new racks for C&D batteries; 5) install new batteries and make all electrical connections; 6) provide spill containment and all related safety equipment required for installation; 7) torque battery connections to manufacturers specifications; 8) make all necessary electrical connections from new battery to existing battery disconnect; 9) test proper operation of new battery upon start-up; 10) provide baseline reading on new battery upon startup; and 11) new C&D batteries have a 20 year manufacturer warranty (1 full year warranty, 19 years prorated) and have an expected life of 20 years. Batteries will be at 100% capacity at time of delivery. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, the Government will consider all proposals received within 5 working days after the date of publication of this synopsis.
