Description
The United States Customs Service (USCS) intends to establish a register that will be used on the instant requirement and over an extended period to acquire the services of various Public Administration Advisors through personal service contracts under the Foreign Assistance Act. Advisors will serve as the on-site administrator of USCS programs with organizational entities of foreign governments. The program anticipates having eight regional areas, each including from two to five countries. Regional advisory teams will be located on one of the countries of each region, and assigned advisors will be responsible for assisting the host countries as well as all other countries of the region. This will require extensive travel and temporary assignment to these countries. At the present time, the major programs are in the following regions: Baltic (Lithuania, Latvia, Estonia), Northern Central Europe (Poland, Czech Republic, Slovakia), Central Europe (Hungary, Slovenia, Croatia), Balkans (Romania, Moldova, Bulgaria, Macedonia, Albania), Mediterranean (Cyprus, Malta), Eastern Europe (Russia, Ukraine, Belarus), Caucasus (Georgia, Azerbaijan, Armenia), and Central Asia (Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan). All positions require interaction with high-level government officials of the country receiving assistance and of the United States Government. The advisors will assure that methods and procedures learned from related training and assistance programs are implemented and institutionalized, and that equipment provided through this and related programs is utilized to the best advantage. Additional duties include but will not be limited to the following: conducting assessments to include legal and management structures, and the current state of border procedures, facilities and equipment; developing and implementing action plans for each country within assigned regions, describing objectives, implementation schedules, and deliverables; assisting with the documentation and implementation of advanced operating procedures; encouraging and advising on the establishment of interagency law enforcement working groups; scheduling, coordinating and implementing training programs, including delivery and training on contraband detection, automation and other equipment; promoting cross-border and regional working relationships and cooperation among border enforcement agencies, working in concert with other agencies teams in country and this programs advisory teams in other regions; conducting evaluations of program progress and accomplishments, including assessments of the utilization of equipment provided by this and related programs; and serving as embassys point of contact for coordination and implementation of all USG export control, non-proliferation and related training and technical assistance matters. Additional positions may be available which address overall Customs and border modernization. Examples would include trade facilitation, import processing, port security, anti-narcotics, etc. These positions may be within the regions cited above or other parts of the world. Evaluation of candidates for all positions will be based upon employment history submitted on a resume, SF 171 or OF 612. Geographic interest should be indicated on your cover letter. The form should include a salary history for the last five years of employment and any specialized expertise, such as the ability to speak a foreign language. The information will be utilized as a basis for salary negotiations. Allowances, similar to those paid under Section 920 of the Department of State Standardized Regulations, will also be a discretionary part of the compensation package. Selected individuals will have to complete a full field background investigation, be able to obtain at least a Secret clearance, and obtain a DUNS number (800-234-3867). The selected individuals will also be required to obtain a medical clearance from his/her physician. The Government will cover the costs associated with these requirements. Unless otherwise specified in the Statement of Duties, these positions will be unaccompanied for reimbursement purposes.
