- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work to Provide Access to General Aviation Ground and Flight Training Activities Background: As part of NASA's Aviation Safety Program (AvSP), emphasis is being placed on training issues. With the decrease in the number of pilots coming out of the military, General Aviation (GA) training is gaining importance as the major source for commercial pilots. To enable future generations of pilots to be well trained, the Training Element under AvSP is studying GA training practices and ways to improve them. To that end, researchers must understand current practices in General Aviation training, and training processes must be carefully documented. Objective: To research and document current practices and processes of General Aviation training at various levels of flight instruction in order to identify ways to improve these practices and processes. Scope of Work: -Provide access to General Aviation training practices and processes at various levels of equipment and certification. The access should include the following: - opportunities for the researchers to interview instructors and students - allow researchers to observe and participate in ground and flight training - The flight instruction must include various levels of certification (e.g., pre-solo, private, commercial, instrument, Certified Flight Instructor (CFI) and various types of aircrafts (e.g., Single Engine Land (SEL), Multi Engine Land (MEL), and Rotorcraft Helicopter (RH)). - Due to limited travel budget, The General Aviation should be available in the following California counties: Alameda, Contra Costa, San Mateo, Santa Clara, and Santa Cruz. - The contrator is required to be FAA approved to provide flight instruction under Federal Aviaition Regulation (FAR) Part 61. Place of Performance: Contractor's facilities, possible sub-contractors' facilities, other airports and aviation facilities as needed. Period of Performance: Line Item 01, 02, 03 To provide access to General Aviation Ground and Flight Training Activities in accordance with the attached Statement of Work Base Period: 6/03/02 - 10/31/02 1 Job Services not to exceed $50,000.00 Line Item 04 To provide access to General Aviation Ground and Flight Training Activities in accordance with the attached Statement of Work Base Period: 11/01/02 - 10/31/03 1 Job Services not to exceed $50,000.00 Line Item 05 To provide access to General Aviation Ground and Flight Training Activities in accordance with the attached Statement of Work Base Period: 11/01/03 - 10/31/04 1 Job Services not to exceed $50,000.00 The provisions and clauses in the RFQ are those in effect through FAC 01-06. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 611512 and $18.5, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA-Ames Research Center, Acquisition Division, M/S 241-1, Moffett Field, CA 94035-1000 is required within 10 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Questions regarding this acquisition must be submitted in writing (email is preferred) to Alma Garcia agarcia@mail.arc.nasa.gov no later than 5/20/02, 2:00p.m.(PST). Quotations for the items(s) described above are due by 2:00 p.m (PST) on May 28, 2002, and may be mailed or faxed to NASA-Ames Research Center, Acquisition Division, Attn: Alma Garcia Mail Stop 241-1, Moffett Field, CA 94035-1000 or faxed to (650) 604-3020 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. ADDENDUM TO Federal Acquisition Regulation 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000) In addition to the information required under Federal Acquisition Regulation 52.212-1, Instructors to Offerrors - Commercial Items, offerors shall submit the following: Technical: - List the types of general aviation training available for each of the following time periods: Base Period: June 3, 2002 through October 31, 2002 Option Period 1: November 1, 2002 through October 31, 2003 Option Period 2: November 1, 2003 through October 31, 2004 For each period, you should include - If the training is class-based, then include - - course name - brief description of the course - capacity/size of the class - number and types of aircraft that will be used in each course - availability of formal ground school - levels of certificates - types of training facilities that will be used in each course If the training is individually based, then include - - course name - brief description of the course - instructor to student ratio - number and types of aircraft that will be used in each course - levels of certificates - types of training facilities that will be used in each course Additional required information - - Number of instructors available during each period - Type of ground school offered (e.g., private, instrument) - Average number of students graduated/completed certification during the last two years - Describe the types of training facilities available at your school (including availability of ground trainers and simulators) - Possibility of subcontracting for training not available from primary contractor. - State how long you have been in business providing General Aviation training - State how many students can enroll each year in your school Past Performance: - Provide a list of 3 (three) prior customers and a brief description of work provided that is relevant to the services required. Include customer's name and telephone number. Price: - For each course offered, provide price per student. - Provide the price of ground and flight instruction on a per-hour basis at various certification levels and on the types of aircraft your company has available. (b) Reporting Requirements Under Taxpayer Relief Act of 1997 (1) The Taxpayer Relief Act of 1997, enacted August 5, 1997, requires Federal executive agencies to file information returns (i.e., Form 1099-MISC) for payment of $600 or more to corporations for services. Payments for services under certain confidential or classified contracts that meet the requirements of Internal Revenue Code Section 6050M(e) are excluded from the reporting requirements. This change became effective as of January 1, 1997.
