- Description
- NASA/JSC plans to issue a Request for Quotation (RFQ) for procuring material for the construction of a parachute for the X-38 Project. The following materials are needed: 1) 2,280 yards of yellow 2 inch 200 Ib nylon ribbon. 2) 20,000 yards of blue 2 inch 200 Ib nylon ribbon. 3) 12,000 yards of NPS (natural pre-shrunk) 3/8" wide commercial nylon tape 4) 8,000 yards of .312" wide kevlar tape-light resin finish 5) 100 yds (pre production quantity) 5/16" Spectra Webbing 6) 3,000 yds (production quantity) 5/16" Spectra Webbing This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Bally Ribbon Mills. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonable available from only one source. Bally Ribbon Mills was the original designer for the first drogue parachute for the X-38 project. The X-38 project needs to design and build a second drogue parachute. By procuring from Bally Ribbon Mills, the two drogues will have the same material properties. Purchasing from another vendor is impractical due to the time it takes to test out the materials. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
