Description
The Department of Energy (DOE) is seeking sources with the capabilities to provide technical engineering and management support services in a timely and quality manner for its Office of Coal and Power Systems. The Office of Coal & Power Systems fosters the development of advanced power generation and alternative fuel technology programs in partnership with industry. This partnership assumes that the program is responsive to a changing domestic and international energy landscape, and provides for inherent technology transfer and know-how to the private sector energy industry. The goals of the program are to substantially increase efficiency, eliminate harmful levels of pollutants, reduce cost for power generation, and to develop ultra-clean transportation fuels from coal, natural gas, opportunity fuels and other feedstocks. In addition, Office of Coal and Power Systems focuses on the domestic and international objectives to reduce environmental pollutants particularly with respect to greenhouse gas emissions. This requirement encompasses the following areas of support for DOE's Office of Coal and Power Systems: 1.) Quick turn-around support for the Office in the form of quick studies and analyses, cross cutting outreach support activities, and the facilitation of strategic planning activities; 2.) Power Systems; 3.) Environmental Systems; 4.) Coal Fuels and Industrial Systems; 5.) Advanced Research; 6.) International and Import/Export; and 7.) Planning and Environmental Analyses. Technical engineering support services in each of these areas may include but are not limited to: a.) technical and sensitivity studies, assessments and/or forecasts in the following areas: technology introduction and market penetration; energy and related industries; domestic and international markets and their transformation and trends; market barriers, opportunities and incentives such as capital costs, financial and technical risks, and insurability; economic, social, regulatory and policy impacts, and infrastructure status, requirements and projections; benefit/cost analyses; environmental and externality analyses, and analyses of technical, policy and strategic implications of advanced research initiatives and new program proposals; b.) studies of future advanced research and technical development directions and their potential synergies, and identification of promising new/innovative technologies; c.) "Design-to-Cost" studies for the Office of Coal and Power Systems to identify areas of Research and Development for achieving cost reductions and improving competitiveness; d.) outreach support in the following areas: technology, market and commercialization forums and conferences; co-funded industry studies and technology transfer for commercialization such as Clean Coal Technology and other systems technology demonstrations; utility and industry seminars; energy market surveys; state agency interactions; international trade forums; creation of effective tools for education and information dissemination; benchmarking successful outreach methodologies and approaches; analyses of innovative mechanisms designed for use in advanced research programs to increase collaborative research with industry and to improve technology transfer and commercialization; and e.) documentation preparation support for program planning, supporting analyses and briefing materials, background analyses, and issue papers. Management support services in each of the seven areas indicated above may include but are not limited to: a.) financial and budget support in the following areas: providing research and analysis of documentation related to all budget phases; performing financial analysis on various programs and topics; maintaining files and records related to financial aspects of programs; assisting in the data collection and assembly of draft program summary documents; developing documentation in support of the program execution process; b.) management analysis and administrative support in the following areas: conducting evaluations and recommending improvements in methods of operation, systems and procedure; providing administrative support in various functional areas, collection preparation and analysis of administrative data; providing support in the conduct of meetings, conferences, seminars and presentations including graphics, slides, etc.; assisting in library operations including the development of file schemes and methodology for data storage as well as document distribution and reproduction; and c.) systems development and maintenance in the following areas: assisting in requirements analyses of management information needs and development of systems and procedures to meet needs; supporting the periodic update of management systems and computerized databases and providing the necessary data collection, entry, conversion and verification as required; conducting reconciliation and comparison between systems and establishing appropriate interface where necessary. The NAICS code for these technical engineering and management support services is 541330, and the small business size standard is $23 million pursuant to the National Energy Policy Act of 1992. This announcement is not a Request for Proposal (RFP) and shall not be construed as a commitment by the Government to award a contract or contracts at this time. In the event that the Government issues a formal RFP subsequent to this announcement, these requirements will be fulfilled through the award of a performance-based service contract or contracts. It is also the Government's intent that any such contracts be awarded with a three-year base period and two one-year option periods. Proposals submitted in response to a formal RFP will be selected for award on the basis of best value for the Government taking into consideration the tradeoff between price and technical/performance evaluation factors. All interested parties are hereby invited to submit a capability statement of no more than five pages to demonstrate their ability to provide the stated services. All such capability statements shall be received via the DOE's Industry Interactive Procurement System (IIPS) no later than 11:00 p.m. Eastern Standard Time on May 15, 2002. In order for the DOE to assess set-aside possibilities, interested parties shall also submit a letter via IIPS which identifies their company as one or more of the following: 1.) small business; 2.) 8(a) business; 3.) HUBZone small business; 4.) small disadvantaged business; 5.) woman-owned small business; or 6.) Service-disabled veteran-owned small business. The Government will not pay for the provision of any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information. All interested parties who submitted capability statements in response to the DOE special notice that was issued in March do not need to resubmit.
