- he south Texas Veterans Health Care System, San Antonio, TX, is issuing solicitation RFP 671-38-02. Contractor to furnish Readjustment Counseling Services for eligible beneficiaries located in McAllen TX. Readjustment Counseling Services, for purposes of this contract, counseling will be provided by Social Workers, Psychologists, Psychiatrists or other counselors, individually or as groups, specifically directed at psychological, social or behavioral problems which bear a distinct relationship to the process of readjustment from military duty during the Vietnam Era and other specified veterans of war. Modalities of readjustment counseling may include individual, group, and family counseling (other than job training, skill development and placement services). Prospective bidders submitting offers in response to this request for proposal must have treatment facilities that are physically located in the McAllen city limits. Proposals from bidders located outside this area will not be considered. NAICS 624190 with a size standard of $6 million applies. This solicitation is unrestricted. A technical proposal is required. Solicitation documents will be available in electronic form only. NOTE: Amendments issued to this solicitation will be available at this URL.
