X 3/16? thick. PREDOMINATE MATERIAL of MANUFACTURE: Nickel Alloy ? AMS 5544 and 5706. FORM, FIT, and FUNCTION: Retains the first stage turbine vanes and air sealing rings to the core module Quantity: 182. Unit of Measure: Each. Applicable to: F100PW100/200/220/220E Engine used on F-15 and F-16 Aircraft. Destination: Tinker Air Force Base Ok 73145-3032. Delivery: January 2003. This is a critical, complex, durability critical parts item and is acquired directly from the actual manufacturer. This component part has been classified as a highly stressed durability critical item and as such requires engineering source approval by the design control activity in order to maintain the quality of the part. It cannot be inspected non-destructively and failure of which will result in a significant maintenance burden or possible loss of life and/or the aircraft Existing unique design capability, engineering skills and manufacturing knowledge by the qualified source require acquisition of this part from the approved source. The source retains the data rights, manufacturing knowledge or technical data that are not economically available to the Government and the data or knowledge is essential to maintaining the quality of the part. Costs associated with any offerors development of a source approval package that is submitted for Government review may be as much as $2,500.00 The approximate issue date will be 14 MAY 2002. Written procedure will be used for this solicitation. Manufacturer: United Technologies Corporation, Pratt & Whitney Military Engines, 400 Main Street East Hartford, CT 06108-0968, (FSCM:52661). The production of the supplies listed requires a substantial initial investment or an extended period of preparation to manufacture. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to acquire a commercial item using FAR part 12. See Note 26. Specifications, plans, or drawings relating to the procurement described must be supplied by any potential offeror in the source approval package in order to substantiate that they posses the latest revision. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
