Description
The proposed service contract covers non-routine repairs and modifications as needed to improve the reliability of the Purge Oil Distillation Separation Systems (PODSSs). The PODSSs subsystems include heating re-circulation, purge oil supply and return, distillation, electrical and controls. The contractor shall provide all personnel, equipment, tools, materials, parts, supervision, and all other items and services necessary to perform non-routine on call service repairs. The contractor shall perform to the standard specifically identified in this SOW. Standard industry practices related to maintenance of robotic equipment shall apply to the extent that they are not in conflict with the specific standards identified in the SOW. Performance Period: Base Year with four 1 year options total. Issue Date: 28 May 2002. Anticipated award date: 01 Jul 2002. Electronic procedures will be used for this solicitation. Statutory Authority: 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 only one responsible source. TRW, Inc is the only proven contractor that has the expertise to maintain the Purge Oil Distillation Separation Systems (PODSSs). TRW, Inc. acquired BDM Federal, Inc., which was the prime contractor that designed and built the building 236 and 287 PODSSs after two years of extended research, development, and test efforts, and consequently, is the only contractor with the knowledge to maintain these unique systems. These purge oil distillation separation systems are the only known to exist in the USAF inventory. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
