Description
The Library of Congress (LOC) intends to negotiate on a sole source basis with the Image Permanence Institute (IPI), Rochester Institute of Technology, under the authority of FAR 6.302-1. This requirement will include environmental assessment and optimization of approximately 30 platinum, gold and silver level collections storage areas and is a follow on to a cooperative research project with the LOC's Preservation Directorate that focused on only the Jefferson Rare Books and Madison Manuscripts storage areas. IPI is the only known source that has developed a comprehensive environmental monitoring and mitigation planning system that can now be linked to the LOC internal monitoring systems. Through the use of IPI priority software and equipment, analysis and monitoring of the environment currently delivered will be used to ensure that in the future the required specifications for the long-term preservation of both special and general collection materials will be met. This notice is neither a request for proposals nor a solicitation of offers. The Government does not anticipate receiving responses to this notice of a non-competitive action. Interested persons may identify their interest by submission of a capability statement. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
