- Description
- NASA/GRC plans to issue a Request for Offer (RFO) for a flight training device that will integrate two sets of software and various components of flight training hardware to demonstrate the utility of icing effects training to reduce aviation accidents due to airframe icing. The effort involves integration of a proprietary set of software with another software and hardware to create an instructorless pilot training demonstrator. NASA/GRC intends to contract with Bihrle Applied Research, Inc. on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(C)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements." In order to perform this effort, NASA needs the proprietary software code from Bihrle Applied Research, Inc. to make the modifications necessary. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 21, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
