Description
The Government intends to modify the existing Cockpit Management System (CMS) software and Common Avionics Architecture System (CAAS) software contract to add: 1) CAAS Enhanced Situational Awareness . This will include 6? x 8? portrait displays, and ARINC 739 compatible Control Display Unit, and the ability to display two video sources simultaneously; 2) CAAS Ramp/Flight Testing; and 3) integration of the Suite of Integrated Radio Frequency Counter Measures (SIRFC)/Suite of Integrated Infrared Counter Measures (SIRCM). This contract is with Rockwell Collins Government Systems, 400 Collins Road, Cedar Rapids, IA, 52498. The software enhancements/engineering support to be added to the current contract will improve the aircrews? situational awareness via aircraft displays and will provide passive and advanced active aircraft survivability equipment protecting the aircraft from both infrared and radar guided anti-aircraft missiles. These additional efforts are being combined into a single acquisition to ensure seamless execution of the overall CAAS program. The current contract will be extended through August 2004. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, may participate.
