Description
NOTE: PREVIOUS NOTICE LISTED SOLICITATION NUMBER INCORRECTLY. CORRECT SOLICITATION NUMBER IS SP0200-02-R-8000 NOT SP0200-R-8000. REVISED SYNOPSIS OF OPEN SEASON SOLICITATION SP0200-02-R8000 "This Open Season solicitation of RFP SP0200-01-R-8000 is a standing solicitation from which the Government contemplates award of contracts for items as described below. The Government has commenced evaluation of the offers received by the original closing date of February 27, 2002. For all proposals received in response to this amendment for a "standing solicitation", the government will retrieve the proposals received from the Business Opportunities Office on a weekly basis up to the time that this open solicitation status is rescinded. This is the first Open Season solicitation of RFP SP0200-01-R-8000 that solicited offers for the newly established Medical Equipment Electronic Catalog (ECAT) Program. RFP SP0200-02-R8000 incorporates and/or updates the terms and conditions of SP0200-01-R8000 and Amendments 0001 through 0005. In addition, it 1) clarifies that Maintenance of Medical Equipment and Spare Parts/Repair Parts for Medical Equipment is solicited with and/or without providing the equipment and 2) amends the Statement of Work under paragraph I.D. to solicit offers for Lasers; it amends D 21) as follows: "21) X-ray systems: a) Dental; b) Veterinary use; and/or c) Portable, mobile units for field operating use." Offerors already under evaluation/contract as a result of SP0200-01-R8000 or SP0200-02-R8000 need not submit a new proposal. All offerors may respond to the addition of Maintenance of Medical Equipment, Spare Parts/Repair Parts for Medical Equipment, Lasers and X-ray Systems (as defined above) and X-ray Systems (as defined above) to this Open Season solicitation. If you have responded to SP0200-01-R8000 or SP0200-02-R8000, your signed written response outlining any changes/additions to your proposal still under evaluation or to your present contract may be received at any time for consideration either on a pre-award or post-award basis. The Defense Supply Center Philadelphia (DSCP) in an effort to improve medical supply support to our customers has developed the Electronic Catalog (ECAT) System. The ECAT System allows DSCP (CONUS AND OCONUS) customers to review and compare contractor electronic catalogs with the ultimate goal of placing on-line orders to the contractor of their choice. DSCP military and other government customers are currently using the ECAT System to order medically related laboratory, dental and optical supplies and limited medical equipment. DSCP Medical Equipment Group intends to enter into firm fixed-price with economic price adjustment, indefinite quantity type contracts for medical equipment, maintenance of medical equipment, and/or spare parts/repair parts of medical equipment used by medical professionals, technicians and laboratory personnel to perform a treatment, test or operation. All items are brand name specific or generic commercial products, which are identified by the manufacturer's item descriptions and part numbers and conform to the manufacturer's commercial specifications. This Open Season solicitation will remain in effect until March 13, 2005 unless replaced by an updated solicitation or rescinded. SP0200-02-R8000 is a continuation of the multiple award contract initiative originating under RFP SP0200-01-R-8000. This is an unrestricted acquisition. The resultant contract(s) will be for a five-year base term. We are soliciting for Contractors' entire medical equipment product lines. A sampling of the products to be contracted are: defibrillators, pulse oximeters, aspirators, ventilators, examination tables/surgical tables, repair parts/spare parts, dental systems/handpieces, infusion pumps, suction apparatus, resuscitators, patient monitors, electrocardiographs, analyzers/test equipment, anesthesia apparatus, medical furniture, hospital beds/chairs/stretchers, laboratory analyzers, small portable ultrasounds, litters, lasers, Dental, for Veterinary use and/or portable, mobile units for field operating use X-ray systems, and medical equipment maintenance. Along with these items, the following may be required: classroom training, repair parts, maintenance of the item(s) and installation when applicable as well as all consumable and nonconsumable items used in conjunction with any and all medical equipment. Items and maintenance thereof, excluded from this solicitation are: ultrasounds (other than small portable ultrasounds), diagnostic X-ray (other than Dental, for Veterinary use; and/or portable, mobile units for field operating use), magnetic resonance imaging systems, nuclear medicine, Computed Tomography, Magnetoencephalography, Pet Scanner, Cyclotron, Radiation Oncology, Lithotripsy and PACS. (Please Note: Repair Parts/Spare parts for these excluded items can be offered under the above-referenced solicitations) NOTE TO CONTRACTORS WITH EXISTING CONTRACTS UNDER SP0200-01-R8000 OR SP0200-02-R8000: In an effort to avoid a gap in contract coverage, current contractors should in general submit a "new offer" as early as 9 months prior to the expiration of their existing contract.
