- Solicitation Announcement for Technical Support for the Preparation of Environmental Impact Statements, Environmental Assessments, Environmental Reports, and Supporting Environmental Documentation for the US Department of Energy The US Department of Energy (DOE) seeks sources with the capability to prepare Environmental Impact Statements (EIS), Environmental Assessments (EA), Environmental Reports (ER), and supporting environmental documentation. During the next five years, DOE headquarters program and field offices nationwide, including the National Nuclear Security Agency (NNSA) and Federal Energy Regulatory Commission (FERC) and their offices will require contractor support services and products in activities involved with the preparation of EISs and EAs, prepared under the National Environmental Policy Act of 1969, P.L. 91-90, 42 U.S.C. ?? 4321 et seq., (NEPA), and Environmental Reports (ERs) and other documentation as required by the Nuclear Regulatory Commission (NRC) in its review of license applications. DOE plans to award multiple-award, indefinite delivery/indefinite quantity contracts for the preparation of EISs, EAs, ERs, and supporting documentation. DOE contemplates awarding a total of three or more contracts consisting of (1) one or more contracts to qualified small business concern(s) under RFP No. DE-RP04-02AL67464 (a small business set-aside competition), and (2) one or more contracts to qualified Offerors under RFP No. DE-RP04-02AL67952 (a full and open competition). Firms awarded a contract under either RFP will be afforded a fair opportunity to be considered for available task orders in accordance with the procedures for issuing task orders specified in the contract. The NAICS Code is 541620 Environmental Consulting Services; the size standard is $6 million. Work will be performed for all DOE, NNSA, and FERC offices and programs nationwide. The specific EIS, EA, ER, and supporting documentation to be performed under the contracts will be issued on individual task orders from various DOE, NNSA, and FERC offices nationwide. Written proposals are due Monday, June 10, 2002, by 12:00 PM Mountain Daylight Time (MDT). Offerors are requested to download the applicable RFP from the DOE e-Center at http://e-center.doe.gov and to carefully examine the entire RFP and its requirements. The solicitations are only available electronically from the DOE e-Center and hard copies will not be mailed. A list of revisions from the final draft solicitations (dated and posted on 3-22-02) is available on the DOE e-center website for each solicitation. Since a preproposal conference will not be held, a comprehensive question and answer document is also provided on the DOE e-Center website. Please note that each RFP Section L.3(c) requests Offerors to complete and fax a completed ?Intention to Propose? form to the addressee shown therein not later than 5 days prior to the proposal due date.
